- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to award a Firm-fixed Price (FFP), with one (1) option-year, supply contract in an other than full and open competition basis to Safespill Systems LLC (Safespill), 8733 Knight Rd, Houston, TX 77054.� VX31 China Lake, CA and VX30 Point Mugu, CA has a requirement for a fire suppression system for habitable spaces to conduct aircraft maintenance and operations.� The contract requirement include: �� - The fire suppression system must be portable and stand-alone (No connection to main waterlines, must have self-containing tank(s)). - Possess an effective alternative to Aqueous Film Forming Foam (AFFF). - Must provide fire suppression for two (2) TFH�s �and one (1) hangar utilized for aircraft maintenance - Dimensions:� 150� W x 90� L x 47� H with 25� sidewalls. - Provide an operator control panel. - Cannot impede on existing runway apron footprint. In accordance with FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Safespill, possesses unique capabilities that are not available from any other source.� Safespill offers a fire suppression system that is not permanently affixed to structures making it portable, uses water instead of AFFF, and does not require construction to real property or connections to main waterlines making it a stand-alone system.� No other source has the capability to provide the required commercial supply associated with this procurement. This is not an intent nor request for competitive proposals; however, any responsible vendor believing it can meet the requirements stated above may submit a written response for consideration by the Contracting Office prior to the solicitation or Request for Quote (RFQ) posting.� All written responses shall reference solicitation number N6893620Q0299.� The written response shall include a capability statement that clearly specifies the vendor�s experience and capabilities in meeting the requirements stated above without compromising quality, reliability, and schedule.� Vendors shall submit written responses by e-mail to jimmie.l.cannon1@navy.mil.� The solicitation or RFQ will be posted on the beta.SAM.gov website at: https://beta.sam.gov/ with an anticipated posting date 19 August 2020. � Registration in the System for Award Management (SAM) database at the following website: https://www.sam.gov/SAM/ is required for all responsible sources. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled information in Contract Opportunities within Beta.SAM.� See the DLA website for the Joint Certification Program:� https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/ . All new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number.� Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration.� Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration.� It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an ""Active"" status as the government cannot award to an entity without an ""Active"" SAM registration
