Description
WV-NCTC EV CHARGING STATIONS FOR BLUE AND GREEN PARKING LOTS Synopsis: The National Conservation Training Center (NCTC) is an active training facility for the U.S. Fish and Wildlife Service. The NCTC site is a campus setting with multiple buildings, which include lodges, offices, training rooms, a large auditorium, a laboratory, dining facilities, gymnasium, operations support, etc. The NCTC has 3.16 miles of paved public roadways, 0.66 miles of maintenance gravel roads, 272,556 SQFT of paved parking lots and loading dock areas, 2.94 miles of paved foot paths, 4.37 miles of non-paved walking trails, and a 330 foot wooden plank surface pedestrian bridge. PROJECT SCOPE: This is a construction project consisting of all labor, equipment and materials necessary to install EV Charging Stations in the Blue and Green parking lots at the National Conservation Training Center near Shepherdstown, WV. The work shall include providing all labor, equipment, supplies, and materials, to install EV charging stations, panelboards, cabinets, transformers, disconnect switches, concrete pads, power wiring, power distribution modification, electrical controls, branch circuit wiring, grounding, surge protection and related electrical systems. All work shall be installed in accordance with local, state and federal code requirements. BID PERIOD: The Invitation For Bids (IFB) is scheduled for release on or about 24 August 2020. The proposals will be due on or about 23 September 2020. The anticipated award date is on or about 24 September 2020. An organized site visit will be scheduled with details included in the IFB. BID PROCEDURES: The acquisition will be issued as a small business set-aside, Invitation For Bids (IFB) through SAM FBO. The Sealed Bid contracting method will be used to evaluate bids. This acquisition will result in a single fixed price construction contract. Award will be made to the lowest priced, responsible offeror who is responsive to the solicitation. The magnitude of the project is between $100,000 and $250,000. A Performance Bond and a Payment Bond will be required. The NAICS code for this project is 236220 with a Small Business Size Standard of $39.5 Million. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
