- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 89243320RFE000044 is issued as a Request for Proposal (RFP) and is available for downloading on Contract Opportunities https://beta.sam.gov/ and FedConnect https://www.fedconnect.net/Fedconnect/. The North American Industrial Classification System (NAICS) code for this effort is 333923 and the business size standard is 1250 (employees).� All responsible business sources may submit a proposal which shall be considered by the agency. The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), located at 1450 Queen Avenue, SW, Albany, OR has a requirement for the purchase of crane and hoist repair services. 1.� Purchase of repair services for one (1) monorail P&H Zipper 1 Ton 480V Crane/Hoist System according to the attached Statement of Work (SOW). EVALUATION: Selection will be based on the vendor�s proposal that is considered technically acceptable with the lowest firm-fixed price quote. The Government anticipates issuing a single award from this RFP. To be considered for evaluation, vendors shall submit descriptive literature detailing features, technical capabilities.� Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation in meeting the attached SOW requirements. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the proposal as meeting technical acceptability. All questions must be submitted electronically through email to the Contract Specialist at Mathew.Gibson@netl.doe.gov. Only those questions received before August 28, 2020 at 5:00pm Eastern Local Time will be accepted. The Government reserves the right to not respond to any questions received after this timeframe. All responses to the solicitation questions will also be released on FedConnect referencing the RFP number, with copies of both questions and answers, without reference to the originating sources. A site visit is recommended and will be scheduled for August 26, 2020. Each contractor interested in proposing will be permitted a one (1) hour site visit. The one (1) hour site visit time blocks will be between 8:00am and 3:00pm PDT and are limited to groups of five (5). Please contact the Contract Specialist, Mathew Gibson at Mathew.Gibson@netl.doe.gov no later than August 24, 2020 at 4:00pm Eastern Local Time to register for the site visit. Photo ID and US Citizenship are required to enter the site. Due to the current COVID-19 pandemic, NETL is enforcing CDC guidelines for on-site personnel. To be in compliance with CDC guidance, masks shall be work and should: ������������� Fit snugly but comfortably against the side of the face. ������������� Be sized appropriately, the standard adult size is 12� x 6�. ������������� Be secured with ties or ear loops. ������������� Include multiple layers of fabric (cotton is best). ������������� Allow for breathing without restriction. NETL will be performing COVID-19 screening to all employees and visitors to the site. The screening includes forehead temperature with a digital thermometer and a COVID-19 symptoms questionnaire. Service Contract Act � The Service Contract Act is applicable to this requirement and current wage rates are attached.
