- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.� The United States (US) Army Contracting Command � NJ (CCNJ) on behalf of the U.S. Army Combat Capabilities Development Command Armaments Center - Benet Laboratories has a requirement for Spread Tow Technology under the Foreign Technology (and Science) Assessment Support (FTAS) program. The Government anticipates awarding one Firm-Fixed-Price (FFP) Purchase Order pursuant to the terms and conditions stated within this Request for Quote (RFQ). This RFQ will be awarded under North American Industrial Classification System code 541715. The Government intends to make a sole source award to Oxeon, AB of Bor�s, Sweden under the authority of FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold, only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.� A copy of the redacted Limited Sources Justification (Control No. CAO-20-0295) is included with this notice in accordance with FAR 5.102(a)(6). Offeror�s responding to this RFQ shall submit a Firm Fixed Price quote in U.S. dollars for the required tasks as described in the Performance Work Statement (PWS), RFQ Attachment 1. The Purchase Order Period of Performance will be for twelve (12) months from the date of Purchase Order award.� The Offeror must be able to meet all performance requirements as described in the attached PWS, and comply with all RFQ Provisions & Clauses in Attachment 2 of this RFQ.� No one other than the points of contact listed below are authorized to change the requirements of this RFQ either verbally or in writing. Services that do not conform to the descriptions found in this RFQ, including the PWS, are subject to rejection at the time of delivery and may result in a request for corrective action or denial of payment. Please be advised that this RFQ does not constitute a commitment of funds on behalf of the Government. QUOTE VALIDITY PERIOD. Offeror quotes must remain valid for at least 30 calendar days after the close of the RFQ. � QUOTE SUBMISSION. Offerors responding to this RFQ shall submit their quote in accordance with this RFQ, the PWS requirements and the RFQ Provisions & Clauses document. �Instructions for Offerors are detailed in Attachment 0002.� Quotes shall be inclusive of shipping and handling charges, if applicable. The U.S. Government is exempt from federal, state, and local taxes. Offerors are expected to submit a quote in sufficient detail without the need for further clarifications. The Government does not assume the duty to search for data to cure problems found within a quote. The quote shall be presented in sufficient detail to allow the Government to perform an evaluation of the response to the requirements of the RFQ. The Government will not assume Offerors possess any capability, understanding or commitment not specified in the quote. Quote submissions shall be compiled using the Microsoft Office for Windrows suite of applications and formatted for a PC compatible computer. Files may also be provided in PDF. All quote submissions shall be submitted via e-mail to the points of contact listed below. The quote shall include the following general information: (1) Point of Contact for Offeror Representative authorized to enter into a contract with the Government; (2) CAGE code and DUNS number. QUOTE DUE DATE: Responses to this RFQ shall be received by the Contracting Office no later than 3:00 PM EDT on 2 September 2020. BASIS FOR AWARD. An award will be made on a sole source basis to the Contractor stated above in accordance with FAR 13.106-1(b)(1).
