- Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Idemia Identity & Security USA LLC, located at 11951 Freedom Dr Fl 18, Reston, VA, 20190-5640, USA. The purchase order will be for IDEMIA ID-One PIV 2.4.1 on Cosmo v8 PIV Cards (Personalized), part number 1585242. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334290 Other Communications Equipment Manufacturing. The small business size standard is 750 employees. Description Please see the attached Statement of Need/Required Specifications document for details.� Sole Source Determination The sole source determination is based on the following: NIST requires FIPS 201 certified cards in accordance with NIST SP 800-73-4 (Interfaces for Personal Identity Verification) and NIST SP 800-78-4 (Cryptographic Algorithms and Key Sizes for Personal Identity Verification). This acquisition is needed to support NIST Special Database 33 for PIV Test Cards. The total number of PIV cards required (1,380) need to be personalized with software capable of generating the data to be loaded onto the cards. �No other vendor was identified as capable of providing NIST with PIV cards that meet NIST specifications along with the software needed to generate the data to be loaded onto the cards. �Idemia Identity & Security USA LLC is the sole source capable of fulfilling this requirement. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. All responses to this notice of intent must be submitted via email to hunter.tjugum@nist.gov so that they are received no later than the specified DATE at TIME Eastern Time.
