Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) to Negotiate on a sole source basis in accordance with (IAW) FAR 13.106-1(b)(1), with Biomeme Inc., 1015 Chestnut Street Suite 1401, Philadelphia, PA 19107-4316, as the only responsible source that can provide a portable real-time PCR Instrument. The USAMRIID Diagnostic Systems Division requires a portable real-time PCR instrument that includes an integrated sample processing unit. This capability allows for someone to add a sample (ex. Blood sample) to the instrument, and the instrument does the processing and runs the sample on the real-time PCR instrument. This approach allows for individuals without specialized training to conduct testing at point of need locations where reference laboratory access is not possible. Additionally, USAMRIID requires the use of an open system where they can use their own assay content on the instrument. The open system is critical for their efforts as it allows USAMRIID the ability to use their independently developed content on these instruments. USAMRIID already has over 400 different assays developed and validated. A closed system would limit USAMRIID to the content the manufacturer provides, and this content would not allow direct comparisons using the same assay that is in use in existing reference laboratories. Currently, USAMRIID has three Biomeme Franklin Real-Time PCR instruments and have already developed and optimized multiple assays on these instruments. These are earlier models that do not have the integrated sample processing feature. The new portable real-time PCR instrument will bridge USAMRIID to the goal of a point of need capability. Continuing with the Biomeme line, by utilizing the new version of the system that incorporates integrated sample processing, will allow USAMRIID the ability to continue projects without the requirement to re-design, re-optimize and re-validate the assay content already developed and optimized for the Biomeme system. Switching to another vendor would require USAMRIID to re-optimize the assays for different systems, which would negatively impact project milestones, increase project costs, and impact the capabilities their collaborators are already building. As a result, Biomeme Inc. is the only contractor that can provide the portable real-time PCR instrument that can allow for their projects to keep moving forward. The North American Industry Classification System (NAICS) for this requirement is 334516 and the PSC Code is 6640. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a)(1). USAMRAA intends to release a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least ten (10) days after the publication of this notice, the solicitation will be issued as a sole source requirement to Biomeme Inc. Interested concerns must identify their capability in writing to the above e-mail address no later than 10:00 AM Eastern Daylight Time (EDT), 28 August 2020.
