- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT � NOAA Health Services (NHS) is tasked to respond to and effectively manage medical emergencies using equipment established on the NOAA Fleet Formulary and Medical Inventory (NFFMI) aboard 16 research, fishery, and hydrographic vessels operated by NOAA�s Office of Marine and Aviation Operations (OMAO).�� NHS must properly maintain eight Medical Class A inventories as defined on the NFFMI to the OMAO fleet annually.� Proper maintenance of our LifePak 15 (LP15) External Defibrillators is paramount to being assured that the equipment is in proper working order in case of a life threatening emergency.��� The service will be performed by: PHYSIO-CONTROL, INC. 11811 WILLOWS RD NE REDMOND WA 98052 The North American Industry Classification Code (NAICS) for this acquisition is 339112, Surgical and Medical Instrument Manufacturing; the small business size standard is 1,000 Employees. Scope a.�� NHS has 4 LP15s that are permanently assigned to a ship and 4 reserve units ready for augmentation and delivery to a ship that requires a Medical Officer due to the mission being greater than 200 miles off shore and away from medical access.�� 2.0� General Requirements The Contractor shall provide services performed either at customer�s location or by mail in. Services to include, parts and labor, annual preventive maintenance and inspections, software updates, loaner equipment if work is required on the unit. a.� Quality Control The contractor shall have a quality control and warranty program in place to ensure that only quality products are provided. Quality control is the capability to maintain materials that are of high quality, current (not-expired), through the application of shelf-life best practices. This includes quality; processes, policies, third-party quality standards or certifications achieved, and warranty policy. Period of Performance Services furnished under this maintenance contract shall be for 3 years. The Government is not aware of any other vendors that are authorized to provide, service, or support Life Pack 15, without compromising OEM, warranty, delivery, or additional markups. Also OEM indicated this type of repair is proprietary and only they can provide this type of service to the Government. The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Physio-Control, Inc., under the authority of FAR 13.106-1(b)(1)(i). This is not a solicitation for competitive quotes. However, if any authorized party that can provide this subscription/licensing without compromising manufacturing delivery or mark ups may submit a statement of capabilities, which if in timely received, will be considered by NOAA OMAO. A statement of capabilities to include the detailed service including manufacture authorization, and OEM agreement, and a price list, this shall be received by 11:00 AM EST on 24 August 2020. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required service while also be authorized by the manufacture. The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the system requirements.
