- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with TA Instruments�- Waters LLC under the authority of 41 US 3304(a)(1); FAR 13.106(b)(1)(a) for TA Instruments RSA G2 Dynamic Mechanical Analyzer (Serial Number 4020-0245) and TA Instruments ARES G2 Strain Control Rheometer (Serial Number 4010-0159) preventive maintenance services. Background Information and Basis for Sole Source The Security Technologies Group (STG) within the Materials Measurement Science Division (MMSD) of the Material Measurement Laboratory (MML) at the National Institute of Standards and Technology (NIST) develops measurement science in support of performance-based standards for technologies used by law enforcement, corrections, emergency response, and the military. STG advances these technologies to support the needs of these stakeholders. To fulfill its mission, STG utilizes a TA Instruments RSA G2 Dynamic Mechanical Analyzer and the TA Instruments ARES G2 Strain Control Rheometer. These instruments are integral for several projects, including ageing studies on high strength fibers used in body armor, mechanical characterization of composites samples, and characterization of samples designed as impact mitigating materials. The STG requires a preventive maintenance services for the aforementioned equipment so that the equipment may operate without extended interruption and achieve its optimal performance. These are sensitive instruments that apply small sinusoidal strains to liquid or solid samples. They measure the resulting force in order to determine elastic and viscous properties of samples. As such, it is important these machines operate within original equipment specifications by performing calibrations and preventative maintenance. These machines are critical to the majority of projects within the STG and significant downtime will delay mission critical goals. TA Instruments does not contract or approve 3rd party vendors to maintain this equipment. General The North American Classification System (NAICS) code for this acquisition is 811219 � Other Electronic and Precision Equipment Repair and Maintenance. The small business size standard is $22.0M. � No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 3:00 p.m. Eastern Time on August 28, 2020 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation.
