��������� ��� NOTICE OF INTENT TO SINGLE SOURCE Solicitation Number: W9127N20Q0127 Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: USACE District, Portland Classification Code: B521 � SPECIAL STUDIES/ANALYSIS- HISTORICAL NAICS Code: 519120 - Libraries and Archives Notice Type: Special Notice Synopsis: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 �Synopses of Proposed Contract Actions.� The U.S. Army Corps of Engineers (USACE), Portland District intends to award a single-source, firm-fixed-price service� contract to History Ink, 93 Pike St, Seattle WA 98101.� The purpose of this acquisition is to purchase the creation of a HistoryLink essay, including text and images, on The Dalles Lock and Dam. Themes researched and discussed in the essay will include, but not be limited to, planning, design, construction, and operation of The Dalles Lock and Dam. The final essay will be uploaded to the History Link webpage (www.HistoryLink.org), which include links to other HistoryLink essays on Native American communities that were displaced and impacted by the construction and operation of The Dalles Lock and Dam.� The U.S. Army Corps of Engineers (Corps) and the Washington Department of Archaeology and Historic Preservation (DAHP) entered into a Memorandum of Agreement (MOA) to resolve adverse effects as a result of The Dalles Lock and Dam Emergency Gantry Crane (E-Crane) replacement project.� The Dalles Lock and Dam has been determined eligible for listing in the National Register of Historic Places. HistoryLink was founded in 1997 as a 501(c)(3) with the goal of historical research, education, and publication. They host, maintain, and upload content to HistoryLink.org, a free website with scholarly articles, historic photographs, and a timeline of Washington State history. Per the MOA, entered into by the Corps and Washington DAHP, the essay will follow the HistoryLink.org requirements for mitigation.� These essays are commissioned through HistoryLink. Per the HistoryLink website, HistoryLink does not accept �unsolicited content.�� To meet the terms agreed upon in the MOA, HistoryLink is the only organization that can provide the service.� HistoryLink is the Washington State sanctioned location for the online encyclopedia entries about Washington history, and therefore the only location for our mitigation commitment. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1) � Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code is 519120 - Libraries and Archives. The size standard as defined by the U.S. Small Business Administration is $16,500,000.00. THIS NOTICE IS NOT A REQUEST FOR COM PETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to complete the above services in the required timeframe. If no affirmative written responses are received by 2:00 PM Pacific Time on 03 September�2020, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
