- The 45th Contracting Squadron is seeking services for the below requirement: PERFORMANCE WORK STATEMENT 45TH OPERATIONS GROUP, DETACHMENT 3 PORTABLE RESTROOMS AT NAVAL BASE SAN DIEGO 1. DESCRIPTION OF SERVICES. The contractor shall provide lockable portable restrooms with sinks integrated inside, associated consumables, and support services at two separate locations on Naval Base San Diego. The restrooms should be trailer style restroom facilities. Without assistance from the Government, the contractor shall obtain and maintain access to Naval Base San Diego from the first day of full performance throughout the period of performance. The current schedule of events is located in Section 3 of this document and is subject to change based on mission requirements. This Schedule of Events contains the requested set-up date, location on Naval Base San Diego, duration of support, number of people expected and the removal date. Detachment 3 (Det 3), shall notify the contractor of any schedule changes 30 days or more prior to the currently scheduled event. Det 3 shall also re-confirm all schedule details and set up location details 14 days prior to each event. In accordance with current guidance from Naval Base San Diego, the portable restrooms shall be removed from the installation after each event is completed by the specified removal date (unless otherwise agreed-upon in writing). SERVICE REQUIREMENTS. Restroom trailers shall contain either unisex single stall units or have designated men�s and women�s restrooms with stalls on a trailer. Sinks shall be incorporated into the restrooms to reduce operational footprint. The number of units to be provided for each event is to be determined by the contractor based on the contractor�s experience and judgement and OSHA regulations to provide adequate coverage for the estimated number of persons (Ref. Section 3). The number of units shall be specified in the contractor�s proposal. The restroom units shall be supplied with consumables (hand soap, paper towels, toilet paper, etc.) as part of services rendered. The restroom facilities will be provided with trash receptacles for standard restroom trash (e.g. paper towels). The frequency of restroom servicing shall be at least once per week, or more as otherwise specified in the contractor�s proposal based on the contractor�s experience and judgement. Servicing includes human waste removal, paper towel replacement, toilet paper replacement, hand soap replacement, water for sinks (if applicable), trash removal from trash receptacles and restroom cleaning(the contractor proposal shall clearly specify standard services performed at no additional cost and identify those services that require additional funds). For planning purposes, there are existing power and water locations at Building 66 but no available power or water at the Mole Pier (Ref. Section 4). The trailer and units supplied should fit within a 15 feet wide by 25 feet long area to meet operational space requirements. After removal, the contractor shall leave the area in the same condition as found when the restrooms were delivered (e.g. trash picked-up, no damage to surfaces, fences, structures, etc.) 2.
