- This is a Request for Information (RFI) only. This is not a solicitation announcement. The purpose of this RFI is for market research. The United States Department of Homeland Security (DHS), on behalf of the Federal Emergency Management Agency (FEMA), is seeking to identify contractors that may possess the capabilities to support the Public Assistance Directorate, Recovery Division by acquiring resources to support three (3) primary objectives of the cleaning phase required for the migration of legacy data from the Emergency Management Mission Integration Environment (EMMIE) to the Grants Manager and Grants Portal tool (FAC-TRAX) within the Public Assistance (PA) Program. The applicable NAICS code is 518210 and 541512. Requirement: FEMA is searching for a qualified source to deliver the following: 1. Structure unstructured, migrated (EMMIE) legacy data, in order to render it searchable within the new FAC-TRAX system infrastructure. 2. Reconcile empty fields within EMMIE projects, migrated to FAC-TRAX, where data was not previously collected. 3. Document the cleaning of historical insurance data to meet the intent of an Office of Inspector General (OIG) finding. The overall requirement includes a large volume and complex data sets; has a need for defined skillsets within labor force to ensure cleaning is conducted by data entry specialists and insurance specialists that are equipped and prepared to meet the scope and scale of the cleanup; and has a need for refined planning, coordination, and communication between contractor and FEMA as the data is iteratively cleaned.
