- REQUEST FOR INFORMATION The Defense Information Systems Agency (DISA) is seeking information from industry to assist with the development and planning of a potential new requirement. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME. Overview/Purpose/ Description of Procurement DISA is seeking information for potential sources for four types of IT software solutions: Portable Document Format (PDF) Software, Forms Management, Visualization and Multimedia Design, and Web Content Management. �Scope of Effort DISA is seeking information on availability and technical capability on four areas of focus within scope of effort: For PDF software, the specific area of focus includes PDF document reading, creating and exporting PDFs, PDF content editing, review and annotation functionality, forms, e-Signatures, redactions, mobile support, and compliance with federal security requirements. For Forms Management, the area of focus includes form creation, design, deployment, mobility, analytics, and Web integration capabilities for forms. For Visualization and Multimedia Design �products, the area of focus includes photo image and graphics editing, digital photo asset management, layout and page design software, video and motion picture editing software (including graphics), and Web design software. For Web Content Management tools, the area of focus includes building, publishing, and updating of Web pages with best-in-class UX/UI capabilities (including design templates), API integration, Web analytics and SEO tools, and mobile functionality. Each technical characteristic listed below must be able to integrate collectively. General Requirements � Describe how each product will integrate DoD-specific security requirements and networks. Provide previous score received by approved U.S. Government FedRAMP Impact Level assessment. Please also describe other security tests the product has passed previously. List training, if any, which will be required to prepare users to utilize each product.� Include trainings you offer to support users. Describe method of application operating without active network access. Describe installation of offline and online versions to the product. Products must be compliant with Section 508 of the Rehabilitation Act of 1973 and provide support to apply Section 508 meta-tagging to products that are created. Must be able to support an estimate of two million users and multiple agencies. � Technical Characteristics � PDF Software Portable Document Format (PDF) document reader with minimum capabilities to access, view, create, convert to/from, export, edit, review, annotate, and redact PDF files and PDF content.� PDF conversion and export capabilities should be performed within the reader software and should support a variety of document types, including ability to export PDFs into Rich Text Format (RTF) files for opening in word processors.� PDF content editing capabilities should at a minimum allow for modification of text and document objects, images, and organization of pages.� Review capabilities should include functionality to review, add, modify, and remove annotations and comments to PDF files.� Forms functionality should include ability to create, edit, and manage PDF forms from scratch or from other software type files. E-Signature capabilities should include ability to request and provide secure electronic signatures on PDF documents of multiple users on a document.� E-Signatures should comply U.S. e-Signature law, as well as Department of Defense (DoD) requirements that all digital signatures use the ID signature certificate embedded on government ID cards.� PDF e-signature capabilities should allow embedding with DoD Common Access Cards (CAC) to validate signature certificates against DoD Certificate Revocation List (CRL) servers. Redaction capabilities on PDFs should allow for full and secure censorship and obscuring of PDF content, including official records.� Redaction capabilities should be able to embed Freedom of Information Act (FOIA) �exception codes� to documents when an official record has been redacted.� PDF software security capabilities should include user permissions, authorizations, password protections, and highest standards of data security that can pass DoD�s Assured Compliance Assessment Solution (ACAS) vulnerability scanner for use on networks.� PDF software should comply with National Archives & Records Administration (NARA) archival standards for official government documents and forms. Finally, the PDF software solution should offer all above capabilities on mobile device/interface. Forms Management Forms software solution should include capabilities to create dynamic forms, including PDF, HTML5, adaptive forms, and other supported file types.� Form design capabilities should include content editing, template formats, layout design modification, and question types, including library of pre-existing form types.� Form deployment capabilities should include automated publishing and ability for intuitive and timely deployment to respondents.� Forms should include auto-saving, with user ability to return to the form at same point after dropping out of the user flow.� Forms solution should include �pre-filling,� with ability to prefill user answers from user data such as names.� Forms should include analytics capabilities for response data, including device detection, data management, and automated insights.� Forms should include web integration capabilities for back-end customization of forms and front-end web integration requiring minimal development. Forms software should provide ability for DoD to deploy fillable forms to non-government personnel without connectivity to DoD networks.� Forms management software security capabilities should include user permissions, authorizations, password protections, and highest standards of data security that can pass DoD�s ACAS vulnerability scanner tool for use on networks. Visualization and Multimedia Design Tools Visualization Tools software should include photo image and graphics editing capabilities.� These include editing and composing images in multiple layers, supporting alpha compositing, masks, and color models including RGB, CMYK, CIELAB, spot color, and duotone models.� Photo image and graphics editing capabilities might also support raster graphics, vector graphics, 3D graphics, and video.� Photo image and graphics editing capabilities should support import and export capabilities.� Digital photo asset management should include capabilities to import, save, organize, tag, edit, and share large numbers of digital images. Layout and Page Design software should include ability to create designs for digital and print media.� This includes design capabilities for posters, flyers, brochures, magazines, newspapers, presentations, books, and ebooks (including EPUB formats).� Capabilities should include content design for publishing on tablet devices and support XML, style sheets, and other coding markup for exporting tagged text content for use in variety of online formats. Video and Motion Picture editing software should have the capabilities to produce high definition video at broadcast-quality.� Capabilities include a timeline-based video editing interface that supports high resolution video editing (e.g. up to 10,240 x 8,192 resolution at up to 32-bits per channel color for RBG and YUV).� Software solution should allow for import and export capabilities in variety of file formats in line with industry standards.� Software should provide capability to author DVD, Blu-ray, and 4K UHD Blu-ray video media to include interactive menu editing. Web Design software should offer an Integrated Development Environment (IDE) application for development and design of Websites.� Capabilities should include a code editor that supports users with syntax highlighting, code completion, and real-time syntax checking. Files should be edited locally using FTP, SFTP, or WebDAV for HTML editors.� Languages that IDE should support include Java, JavaScript, VBScript, C#, PHP, and other languages in line with industry best practices for web design and development. Products should include highest standards of data security that can pass DoD�s Assured Compliance Assessment Solution (ACAS) vulnerability scanner tool for use on networks. Web Content Management For Web Content Management, the area of focus includes building, publishing, and updating of Webpages with best-in-class UX/UI capabilities (including design templates).� Products should include a comprehensive Website Content Management System (CMS) to build Web content, including program code, text, graphics, photos, video, maps, extraction of forms/data into databases, and integration of APIs.� The Web CMS should include easily navigable admin UI, API integration, Web analytics, search engine optimization (SEO) plugins, SEO-friendly URLs and permalinks, private client portals for user log in, and content display features, including graphical widgets and navigation bars.� The Web CMS might also include themes for ready installation (e.g. in PHP, HTML, or CSS) and mobile functionality. Products should include highest standards of data security that can pass DoD�s ACAS vulnerability scanner tool for use on networks. Requested Information � PDF Software Please describe in detail the capabilities that your product can deliver for each technical characteristic mentioned above for PDF Software: The Portable Document Format (PDF) is a National Archives & Records Administration (NARA) approved archival format for official government documents and forms.� Does the proposed product solution fully comply with NARA�s archival standards? What import/export file formats does the proposed product solution support?� Are these file formats fully interoperable with other PDF readers and Microsoft Office applications to allow collaboration of content with individuals are not utilizing the proposed product solution? DoD requires all digital signatures to use the signing certificate embedded on government ID cards.� Does the proposed product solution allow embedding the Public Key Infrastructure (PKI) signature certificate from DoD CACs?� Can the proposed product solution validate the signature certificates against the DoD Certificate Revocation List (CRL) Servers and provide the validation status to the viewer? DoD often provides fillable forms to non-government personnel who have no connectivity to our networks.� Can those individuals use your products to fill out and save form data? Does the proposed product solution provide a content redaction capability that has been assessed and approved by a federal government security review? Which government agency provided that approval and can a copy of that documentation be provided?� Does the redaction capability allow embedding of Freedom of Information Act (FOIA) �exception codes� to document why an official record has been redacted? � Visualization and Multimedia Design Tools Please describe in detail the capabilities that your product can deliver for each required technical characteristic mentioned above for Visualization and Multimedia Design Tools: Does the proposed product solution provide creation / editing / viewing of vector graphic images, raster graphic images, and motion video files?� What file formats and protocols are supported by the import and export capabilities?� What video resolution and framerates are supported? Video creation/editing can be processor intensive.� Does the proposed product automatically distribute that processor workload over all of the available processor cores/threads and allow use of the video card�s graphics processing unit (GPU) to reduce rendering time? Does the proposed product solution provide a capability to author DVD, Blu-ray, and 4K UHD Blu-ray video media to include interactive menu editing? What are the minimum operating system and hardware specifications required to use the proposed product solution?� Is the proposed product solution available for both Windows PC and Mac computers? Are the licenses machine-based or device based?� How many installations are permitted per license? Explain your software removal or uninstall process? Web Content Management Please describe in detail the capabilities that your product can deliver for each required technical characteristic mentioned above for Web Content Management software: Does the proposed product solution provide an easily navigable admin UI, API integration, Web analytics, search engine optimization (SEO) plugins, SEO-friendly URLs and permalinks, extraction of forms/data into databases or other systems of record, private client portals for user log in, and best-in-class content display features? What type of Website themes does the CMS provide for ready installation? What type of mobile functionality does the Website CMS provide? Response Guidelines: Interested parties are requested to respond to this RFI with a white paper. Submissions cannot exceed 12 pages single spaced, 12-point type with at least one-inch margins on 8 1/2� X 11� page size.� The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response.� Responses must specifically describe the contractor�s capability to meet the requirements outlined in this RFI.� Oral communications are not permissible.�� https://beta.sam.gov/ (Contract Opportunities) will be the sole repository for all information related to this RFI.
