- The Naval Surface Warfare Center, Panama City Division FL intends to award a sole source, firm fixed price purchase order to Cogscreen LLC DBA Cog Screen, 200 Central Avenue, Ste 1230 St Petersburg, FL 33701 for the following: CogScreenAE aviation cognitive testing package and associated hardware and software consisting of: Microsoft Surface Pro 4 Windows 10 Pro 128 GB HD��������������� ��� 4 each 4 GB RAM Intel Core i5 ClockIT Surface Pro Stand with integrated ELO�������������������������� ��� 4 each Touchscreen Keyboard, Mouse, Styli, Gel wrist pad ����������������������������������������� ����4 each CogScreen Software License (Windows version) and�������������������� 1 each 5 Test Administrations CogScreen Software License (Licenses 2-N) ������������������������������� ����3 each Special CogScreen Version Development ������������������������������������ ����1 each Test Administrations (100+) ����������������������������������������������������������������� 400 each This purchase is unsuitable for full and open competition for the following reasons. CogScreen is the only provider of a cognitive test battery specifically tailored to aviation and currently used by other federal agencies. Other systems do not have similar capabilities and options necessary to complete the required testing by the Navy Experimental Diving Unit (NEDU).
