- U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number 140F0720Q0030. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2020-08, effective August 13, 2020. This requirement is set aside for small businesses. The North American Industrial Classification System (NAICS) number is 334519, Other Measuring and Controlling Device Mfg and the business size standard is 500 Employees. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. The U.S. Fish and Wildlife Service is requesting quotes to purchase Polar Bear Radio Telemetry Tags for captured bears in the Southern Beaufort Sea with the following specifications: Wildlife Computers model: 20 Each-Splash 10-BF-297B OR EQUAL. General specifications: PTT transmitter required to send locations via Argos system. Must have Fastloc GPS technology OR EQUAL. No VHF beacon because it adds to the size of the tag. Must have a wet-dry sensor. Must have a temperature sensor. Transmission schedule of the tags must be flexible and user-programmable. For example, we could specify a one-day duty cycle for the first month of tag deployment, and a 5-7-day duty cycle for the subsequent months. Tags must be encased in robust packaging (e.g. epoxy) to withstand stresses of animal behavior and the marine environment, which means waterproof, salt proof, and unbreakable. The antennae must be sufficiently durable to withstand icing. The glue-on tags must have already been field tested on polar bears in prior years and have a successful, and documented, track record. Specification for glue-on tags: Must have a small size and a compact shape appropriate for attaching near the shoulder blades on a polar bear. Preferably a low profile of a thin, rectangular shape. Maximum dimensions are approximately 86 x 55 x 28.5 mm (length, width, height). Maximum weight is approximately 134 grams. Battery life must be sufficient for at least two to three good locations per week for one calendar year. Must provide sufficient data to determine technical equivalency. Delivery: Delivery shall be made to Marine Mammals Management Office, 1011 E Tudor Rd, Anchorage, Alaska 99503 no later than 06/01/2021. The basis for award is Best Value to the government. Organization to be supported: Marine Mammals Management U.S. Fish and Wildlife Service, Region 7 Anchorage Fish and Wildlife Field Office. In addition, your proposal should provide unit price and total price. No formal format is required as this is a combined synopsis/request for proposal solicitation.
