- VA - EASTERN VA RIVERS NWRC-REFURB BATH HOUSE Synopsis: The Eastern Virginia Rivers National Wildlife Refuge Complex is a complex of four National Wildlife Refuges in Virginia whose management is overseen by the United States Fish and Wildlife Service. The four refuges are: James River National Wildlife Refuge, Presquile National Wildlife Refuge, Plum Tree Island National Wildlife Refuge and, Rappahannock River Valley National Wildlife Refuge. The project location is on the Rappahannock River Valley NWR at the Belle Mount Unit, Warsaw, VA. PROJECT SCOPE: This is a construction project consisting of all labor, equipment and materials necessary to refurbish the Belle Mount Unit Bath House, which is currently closed to the public and has not been utilized in several years. The work consists of the rehabilitation of a bath house, and all appurtenant work as required to refurbish the bath house renovation including roof and ceiling replacement and bathroom fixtures, and all incidental work as specified herein. Also included are the removal and disposal of the existing roof, ceiling and bathroom fixtures. QUOTATION PERIOD: The Request For Quotation (RFQ) is scheduled for release on or about 24 August 2020. The proposals will be due on or about 22 September 2020. The anticipated award date is on or about 24 September 2020. QUOTATION PROCEDURES: The acquisition will be issued as a Small Business Set-Aside, Request For Quotation (RFQ) through SAM FBO. This acquisition will result in a single fixed price construction contract. Award will be made to the responsible offeror submitting a quotation with the Lowest Price Technically Acceptable (LPTA) offer determined fair and reasonable. The magnitude of the project is between $25,000 and $100,000. A Payment Bond will be required. The NAICS code for this project is 236220 with a Small Business Size Standard of $39.5 Million. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
