- Project Summary The Edith Green-Wendell Wyatt (EGWW) Federal Building (OR0043ZZ), located at 1220 SW 3rd Ave, Portland, OR 97205, is an 18-story office building located in Portland�s government district. The building has been extensively renovated and modernized in a project that was funded under the American Recovery and Reinvestment Act (ARRA) of 2009 and completed on May 1, 2013. This renovation included the replacement of plumbing and mechanical systems. As part of this renovation, random copolymer polypropylene (PP-R) piping was installed for domestic hot and cold water distribution, rainwater collection and recycle, and zone distribution for chilled water and heating hot water systems. Since March of 2018, a total of ten (10) failures have occurred. Seven (7) failures in the two inch (2�) PP-R domestic hot water primary loop supply main that extends from water heaters in the penthouse to the basement floor. Two (2) subsequent failures have occurred in the one inch (1�) DHW primary loop return and one (1) weld failure in the LTHW hydronic loop.� This primary loop serves all of the domestic hot water circulating sub-mains in the building. The most recent failure occurred in January 2020. The building remains at high risk for catastrophic failure until these projects are completed. Project�1: The scope of this project is the removal of the PP-R primary domestic hot water loop and Zone 1 domestic hot water loop and replace with copper piping. The project scope of work is summarized as follows: Plumbing work:� Replace primary DHW loop including installation of new supply and return risers, to be located in the freight elevator vestibules, Install new Pressure Reducing Valves (PRVs) for Zone 1, 2 and 3 and connect to the existing secondary loops, Replace primary DHW circulation pump, Replace all DHW piping in zone 1 (Levels B1, Ground, and 1) Including distribution main, Restroom supply and return loops, Locker room supply and return loops, All drops and connections to existing fixtures (eighty (80) no. total connections), Replace concealed Domestic Cold Water (DCW) piping in restrooms on Levels B1, Ground and 1 from above-ceiling isolation valve to sink connections, Replace Zone 1 water heater and circulation pump, Remove all abandoned piping and equipment, Insulate and label all new piping,� Pressure/functionality testing, Disinfect new piping. Architectural work:� Construct enclosures within freight elevator lobby around new primary supply and return mains, open and repair gypsum board walls to access existing zone riser piping for connection to new PRVs, Open and repair restroom and locker room ceilings and tiled walls for replacement of DHW and in-wall DCW piping, Remove and replace light fixtures in restrooms as required to access concealed piping, Open and replace plank and lay-in tile ceilings as required for replacement of existing distribution loops (including work in tenant areas), Restore all finishes affected by construction.� Additional Services:� Provide construction management oversight, Commissioning services, O&M project support (this cost of additional support shall be captured by the General Contractor): To drain and fill plumbing systems Mechanical system �Remove and replace ceiling systems, et al Security services to monitor after-hours work in tenant spaces. Open and replace plank and lay-in tile ceilings as required for replacement of existing distribution loops (including work in tenant areas) Restore all finishes affected by construction.
