Document Number: 1305M420QNAAJ0085 Notice Type: Combined Synopsis/Solicitation Title: Cable Installation at NOAA Seattle, WA Office Response Date: September 2, 2020 6:00pm EDT NAICS Code: 541519 � Other Computer Services This is a Combined Synopsis/Solicitation to provide, install and test Cat6A Copper Cabling and Single-Mode Fiber and equipment (patch panels, patch cables, etc.) for the NOAA Office of the Chief Information Office located at the Western Regional Center (WRC) in Seattle, WA. This Solicitation is a Request for Quote (RFQ) for Commercial Items prepared in accordance with the format in Subpart 12.6, supplemented with additional information included in this notice. FAR Part 13 Simplified Acquisition Procedures are utilized in this procurement. This announcement constitutes the only solicitation that will be issued. The Government anticipates awarding a Firm-Fixed Price Purchase Order resulting from this solicitation. This procurement will use NAICS code 541519, Other Computer Related Services, with a 100% small-businesses set aside. All capable small businesses in the Pacific Northwest are encouraged to submit a quote. The Government will not reimburse travel expenses. The supply portion of this procurement will be Brand Name or Equal in accordance with FAR Part 52.211-6 Brand Name or Equal.� Synopsis The Contractor shall provide, install and test Cat6A Copper Cabling and Single-Mode Fiber Cable and equipment (patch panels, patch cables, etc.) in NOAA buildings located on the Western Regional Center campus in Seattle, Washington in accordance with the Statement Of Work (SOW) specifications. The non-price factors are Technical Capability and Past Performance. (b) The following factors shall be used to evaluate quotes and are listed in descending order of importance: � � � (i) Technical Capability of the supplies and services offered to meet the Government requirement. This section shall address the products Quoter will supply (product descriptions/part numbers, warranties, etc.) and how the Quoter will perform the services in the Section C, �Statement of Work� (plan, design, install, test). � � �(ii) Past Performance (see FAR 15.304); The Quoter's past performance on recent and relevant contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services. � � �-To be considered a recent past performance reference, the project must be ongoing or must have been performed during the past five (5) years from the date of issuance of this solicitation. � � �-To be considered a relevant past performance reference, the project information must be similar in scope and complexity to Section C, �Statement of Work� of this solicitation. Government reserves the right to contact any number of references and use sources other than those provided by the Quoter to obtain information related to past performance and prior experience. In accordance with FAR 15.305(2)(iv), Quoters with no recent or relevant past performance will result in assignment of a neutral rating, indicating neither a favorable nor unfavorable evaluation rating. (iii) Price; Price will be evaluated for reasonableness. Quoters whose proposed price is determined not to be fair and reasonable will not be awarded a purchase order regardless of the Government�s evaluation of the non-price factors of the Quoter�s quote. (b) A written notice of award or acceptance of an offer, sent electronic mail or otherwise furnished to the successful Quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �(End of provision) NOAA will award a single, firm-fixed priced purchase order to the responsible Quoter whose quote conforming to the solicitation is most advantageous, price and non-price factors considered. Technical capability and past performance, when combined, are more important than price. Tradeoff process will be used when it is in the best interest of the Government to consider award to other than the lowest priced Quoter or other than the highest technically rated Quoter. Quotes are due in electronic format via email no later than 6:00 PM EDT, September 2, 2020 to kyia.clardy@noaa.gov. The email must include the name of your organization, along with the name and phone number of the individual authorized to sign official documents with respect to this RFQ.
