- NOTICE OF INTENT TO AWARD SOLE SOURCE:� �Pursuant to FAR Subpart 13.106-1(b)(1), the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), North East Fisheries Science Center (NEFSC) located at Woods Hole, Massachusetts intends to negotiate on a sole source basis with InnovaSea Marine Systems, Canada Inc., 20 Angus Morton Drive Bedford, Nova Scotia Canada B4B 0L9 for single award for base plus two option periods, under Simplified Acquisition Procedure sin accordance with FAR Part 13, Other Than Full and Open Competition as authorized by FAR 6.303 for the purchase of VEMCO Telemetry Equipment (Acoustic Transmitter Tags).� The North American Industry Classification Code (NAICS) for this acquisition is 334516 with a business size standard of 1000 employees. NEFSC Orono, ME. supports NOAA Fisheries Atlantic Salmon Ecosystems Research which answers critical questions regarding nearshore Atlantic Salmon survival, while eliminating any threat of tangling of marine mammals (whales) at offshore sites.� This notice is not a request for quote/proposal and no solicitation will be issued. It is for informational purposes only and shall not be construed as a commitment by the Government.� Interested parties may identify their interest by providing a capability statement not later than 25 August 2020 at 11:00AM (EST).� The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services.� A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.� Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government.� No solicitation package is available.� Oral communications will not be accepted.
