Description
U.S Customs and Border Protection (CBP) is� hereby releasing�this Solicitation�to interested offerors. This announcement constitutes the only solicitation; the solicitation number is 70B06C20R00000044 and is issued as a Request for Proposal (RFP). This RFP will be concducted as�a Two- Phase procuremnt process with Advisory Down selections from Phase 1 to Phase 2. CBP anticipates making a single Indefinite Delivery Indefinite Quantity (IDIQ) award as a result of this solicitation. �CBP has already released the following two Requests for Information (RFI) for this potential requirement, on April 12, 2019: CBP-HRM-RFI-Pre-Employment-Medical-Services CBP-HRM-RFI-Post-Employment-Medical-Services� Additionally, CBP Released the Draft Statement�of Work (Notice ID 20117319) on July 24, 2020 and the Draft Solicitation (NoticeID: DRAFT70B06C20R00000044)�on August 5, 2020 This Final Solicitation includes very minor changes from the Draft Solicitation release to include the following changes: - Updated Atatchment 3 to include Zip codes of the Historical Locations. ( Please note that your submitted geo-access map should display your entire network coverage and should not be limted to just these locations) - Slightly adjusted language in paragraph (e) of attachment 2 - Updated response dates. As a Federal law enforcement agency, U.S. Customs and Border Protection (CBP) is responsible for ensuring that certain personnel are fully qualified to safely and effectively perform the essential job duties without undue risk or hazard to self or public.� This involves, but is not limited to, developing and the implementation of the Office of Personnel Management approved job-related medical standards, facilitating medical examinations and consultations, and managing and implementing the Federal Drug-Free Workplace Program to deter illegal drug use. This�Solicitation is for medical services to support two program offices within CBP�s Office of Human Resources Management (HRM), namely, National Programs Division�s (NPD) Medical and Fitness Branch (MFB) and CBP Hiring Center (CBP HC).���� CBP Hiring Center (CBP HC) is located in Bloomington, MN, and for the purposes of this solicitation, is responsible for the coordination of the pre-employment candidate medical examinations and fitness tests for positions with medical standards and physical requirements, and for the scheduling of specimen collection services for the drug testing of candidates selected to occupy safety sensitive positions.�� NPD�s Medical and Fitness Branch is responsible for the following medical service programs:� Employee Examinations and Consultations Fitness for Duty Evaluations (FFDE) Return to Work (Non � Workers� Compensation Cases) Medical Documentation Review Medical Consultation for Clinical Opinion Medical and Physical Requirements Federal Drug-Free Workplace Program The Solicitation includes the following Attachments: Attachment 1�������������������������������� Statement of Work (SOW) Attachment 2�������������������������������� Small Business Utilization Plan Form Attachment 3�������������������������������� Historical Duty Locations Attachment 4�������������������������������� CBP Medical Services Price Proposal Template Attachment 5�������������������������������� Past Performance Questionnaire Attachment 6�������������������������������� Security Documents The Government also wants to address the length of the SOW. Please note that the SOW is broken into two separate programs: Pre-Employment and Post-Employment. Many of the requirements are restated or very similar for each program, which has resulted in the lengthier SOW document. The Draft SOW has been made available to interested offerors since July 24, 2020 and the Final version of the SOW has not changed since the draft Solicitation release on August 5, 2020.
