Adjudication Center Application (ACA) Sources Sought Notice Page 7 of 7 Introduction The purpose of this Request for Information (RFI) is to determine industry s capability to meet the Department of Veterans Affairs (VA) requirements for Commercial Off-The-Shelf (COTS), low-code Business Process Management (BPM) application and Microsoft Structured Query Language (SQL) (or comparable non-proprietary Relational DBMS) that will allow the PSAC to model and manage its unique business processes and work flows; with the capability of being customized to service a disparate group of users and other government agency customers. The PSAC business processes are unique, not common or duplicated across other government agencies, and dynamic, the PSAC requests a live demonstration of functionality, configurability, and no-code/low-code development tools and activities to confirm that products exist in the marketplace with the capability of modeling and automating the PSAC business processes and workflows. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the VA to contract for any supply or service. Further, the VA is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The VA will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. Any information submitted by respondents to this sources sought notice is strictly voluntary. All submissions become Government property and will not be returned. Overview: The PSAC operates as one of the business segments of the Department of Veterans Affairs (VA) Franchise Fund and is a self-supporting line of business (Enterprise Center). VA Franchise Fund Enterprise Centers (ECs) are authorized to sell common administrative support services to the VA and other Government Agencies on a fee-for-service basis and operate entirely on revenues earned from customers. The collections from customers for products or services provided constitute the PSAC s funding source. The PSAC receives no federally appropriated funding. The Adjudication Center Application (ACA) design requirements will automate business processes and workflows that support the business model and operations of the PSAC as an Enterprise Center. See attached Draft Product for more details. VA is seeking information from Original Equipment Manufacturers (OEMs), to include a brief technical capability statement. Interested vendors may be invited to demonstrate the solution to VA technical experts at no cost to the government. The intent of the demonstration is to validate the functionality of the system features and gain insight into the current state of technology. The results of the demonstration will be used to support VA in refining the requirement to take advantage of the latest technology. VA will review the submitted information and assess products for its ability to meet its claimed functionality, ease of use and advanced features. VA will coordinate a demonstration schedule with interested vendors between September and October 2020. Response Instructions For RFI purposes, VA is requesting responses from Original Equipment Manufactures only (not resellers or integrators). Please submit the below requested information by 12:00 PM (Noon) EST on September 1, 2020 via email to Tommy Haire, Contract Specialist, at Tommy.Haire@va.gov. VA reserves the right to not respond to any, all, or select responses or materials submitted. Please note that VA may not request a demonstration from each respondent. Not participating in the demonstration will not preclude interested vendors from participation in any future RFQ. All VA current requirements identified herein are subject to change at any time.
