Description
This Sources Sought Notice is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Veterans Affairs, Strategic Acquisition Center, in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice. The primary purpose of this announcement is to identify potential sources, current manufacturing capacity, product offerings, availability and/or challenges to procuring and obtaining such items to rapidly meet emerging requirements. Therefore, to the extent practical, additional market research may be conducted prior to posting any solicitation to capture the snapshot of the availability at that specific point in time. The Department of Veterans Affairs, Strategic Acquisition Center, urges those companies that can provide the following item(s) to respond even after the initial response due date. This is not a formal solicitation or an award.  The government reserves the right to determine based on the responses whether to compete, award some, all or nothing as a result of this notice. DESCRIPTION: The Department of Veterans Affairs is asking vendors capable of providing the following requirements.  ITEM: Viral Transport Med., 3mL; HDx, Tube, Viral Transport Medium VTM, 3ml fill, Swabs sold separately, Hardy Diagnostics or equivalent item. ESTIMATED QUANTITY: Specific quantities have not been identified at this time. Estimated quantities may range from 5,000,000 ea to 8,000,000 ea to be delivered within 90 days. Additional quantities may be necessary in the future. SHIPPING REQUIREMENT: Items must be available to start shipping within 30 days after award and all amounts need be delivered within 90 days. The government is seeking a firm-fixed, FOB destination requirement.  Items to be delivered to; VA Service and Distribution Center, Bldg 37, Door 14, 1st Avenue, Hines IL 60141 Any firm who believes they can provide the above requirements, should respond to this notice with written notification to the Contracting Officer. At a minimum the notification shall not exceed 10 pages and must include: Capabilities of your organization, DUNS number, identify Socio-Economic Size, identify any existing Federal Supply Schedules or other contract vehicles that are available for placing immediate orders, a manufacturer letter confirming the anticipated capacity/volume can be achieved within 90 days after award and written confirmation stating the item complies with Center for Disease Control Standard Operating Procedure #DSR-052-01 Preperation of Viral Transport Media https://www.cdc.gov/csels/dls/locs/2020/new_sop_for_creating_vtm.html A formal solicitation may not be published, but orders will awarded based on the urgent need, pricing and delivery time frame for delivery. However, The Department of Veterans Affairs, Strategic Acquisition Center, urges those companies that can provide the items to respond even after the initial response due date. The VA will accept any and all responses received after this date and time for any ongoing requirements.
