- This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. �THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS, THEREFORE NO SF 330 FORM IS REQUIRED AT THIS TIME.� No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.� Respondents will be notified of the results of the evaluation upon request. The U.S. Army Corps of Engineers � Tulsa has been tasked to solicit and award an A-E contract for Surveying, Mapping and Related Geospatial Services.� The proposed acquisition will be competitive, firm fixed price, indefinite delivery contract.� The type of set-aside decision to be issued will depend upon the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), or Women-Owned Small Business (WOSB).� The Government must ensure there is adequate competition among the potential pool of responsible firms.� Small business, Section 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate. The Government is seeking qualified, experienced sources for professional, A-E Services, procured in accordance with Public Law 92-582 (Brooks Act) and Federal Acquisition Regulation (FAR) Part 36, capable of performing: Contractor shall furnish complete field survey, mapping and related data as required and ordered by the Contracting Officer of the Tulsa District, Corps of Engineers, Tulsa, Oklahoma, acting within the limits of his/her authority.� Projects in connection with surveying, mapping, and related geospatial services are used to support the planning, designing, constructing, operating, maintaining, and managing of real property and lands in support of the U.S. Army Corps of Engineers civil, military, and international and interagency support missions.� Surveying, mapping and related geospatial services and products include, but are not limited to the following: (a) Collecting and processing aerial photography, georectified orthophotography, mobile and aerial LiDAR data, and field survey data using electronic total station with data collector, survey grade GPS equipment capable of subcentimeter measurement accuracy, and other CADD/GIS data processing equipment. (b) Using data collected and processed from orthophotography, LiDAR or field surveys, expertise in producing survey and mapping data for vertical and horizontal controls, digital elevation and terrain models, topography, contours, bathymetric (deep and shallow draft water conditions of 3� or less with underwater obstructions), cross-sections, surface and sub-surface utilities (including SUE levels A, B, and C), building interiors, roads and bridges, in-stream structures, planimetric, and construction layouts.� (c) Collecting and processing hydrographic surveys to produce Cross-Sectioning coverage and Full Bottom coverage surveys.� Experience in collection equipment, to include but not limited to, single beam echo sounders, multiple transducer sweep systems, acoustic multi-beam systems and side scan sonar to include all position and vessel orientation instrumentation.� Types of Civil Works surveys would consist of reservoirs, locks and dams, revetments, breakwaters, and underwater structure investigations.� (d) Conducting real estate surveys including boundaries, monumentation, researching/locating deeds of tract/parcel owners, plat submittals and recordation, and metes and bounds descriptions under the direct supervision and review of a Land Surveyor licensed to perform land surveys in the state in which the work is being performed. (e) Conducting utility surveys of electrical and communication instruments and appurtenances including poles, guy wires, transformers, pullboxes, handholes, manholes, ducts entering manholes, cables, and Appurtenant features � all actions must be compliant with the US Army Corps of Engineers and industry safety regulations and procedures such as confined space requirements. � � Gathering information from Remotely Operated Vehicle (ROV) or other related technologies in applications to include, but not limited to, underwater hydraulic steel and concrete structures and piping of various shapes and sizes through structures with up to two (2) ninety (90) degree turns, to be used in reconnaissance, inspections, and data gathering to support engineering and design solutions. (g) Delivering survey and mapping products in the following format and media:� hardcopy or digital (2D or 3D), MicroStation, AutoDesk, HYPACK, ESRI (file or personal geodatases), USGS raster formats, geotiff, and Mr. SID, on CD-ROM, optical rewriteable disks, or internet file transfer protocol.� Products delivered will comply with applicable ASPRS, FGCD metadata standards compliance, and SDSFIE (Spatial Data Standard) and AEC (Architectural Engineering CADD) standards.� �(h) File and personal geodatabases development and editing (ArcGIS); creating and editing� multi-user geodatabases (ArcSDE) using SQL and Oracle;� attribute and spatial analyses; geoprocessing scripts using Python; CADD conversion and CADD/GIS interoperability including� Bentley MicroStation� and BentleyMap; implementing, and maintaining web-pages and web-portals using ArcServer with or without an Application Programming Interface (Javascript, Silverlight, Flex) including webpage development with .net, JavaScript, and SSL. The North American Industry Classification System code for this procurement is 541330 with a small business size standard of $16.5M. Small Business firms are reminded under FAR 52.219-14 (Deviation 2019-O0003), Limitations on Subcontracting.� Firm will not pay more than 50% of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50% subcontract amount that cannot be exceeded. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Award will be based on selection of the most highly qualified firm in accordance with A-E Brooks Act procedures in accordance with FAR 36.6. Anticipated AE synopsis issuance date is on or about 4th Quarter, FY20.� The official synopsis citing the solicitation number will be issued on Federal Business Opportunities beta.sam.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm�s response to this Synopsis shall be limited to 5 pages and shall include the following information: �Firm�s name, address, point of contact, phone number, and e-mail address. �Firm�s interest in bidding on the solicitation when it is issued. �Firm�s capability to perform a contract of this magnitude and complexity outlined in the Scope of Work above (include firm�s capability to execute AE services-comparable work performed within the past 5 years): Brief description of the project, customer name, timeliness of performance, and dollar value of the project) � provide at least 3 examples. Firm�s Business Size � LB, SB, 8(a), HUBZone, SDVOSB, and WOSB Firm�s Joint Ventures (existing), including Mentor Prot�g�s and teaming arrangement information is acceptable.
