- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation NFFN7300-20-02907 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-08. The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Mississippi Laboratory has a requirement for the supply and installation of UVC Germicidal Light Assemblies to clean and sanitize the supplied air streams from air handling units 2 & 4 located at the NMFS Lab, 3209 Frederic St, Pascagoula, MS 39567. All work is to be completed within 45 days. All services work shall be completed in accordance with the Statement of Work (SOW) and any applicable references. The Government will award a firm fixed price contract based on Lowest Price Technically Available (LPTA). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor�s quote. This RFQ is 100% set aside for small businesses. The associated NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a Size Standard of $16.5 million. Additionally, each offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4. Acknowledgment of Solicitation Amendments (SF-30), if any,; 5. Completed Narrative of Past Experience and Detailed Technical Capability Statement; 6. Certificate of Insurance. All responsible sources may submit a quote which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 2:00 P.M. EDT on August 27, 2020; any award resulting from this RFQ will be made based on the LPTA. Quotes must be submitted electronically via e-mail to Randall.Chatfield@noaa.gov. All questions must be submitted in writing to Randall.Chatfield@noaa.gov by 12:00 pm. Eastern Daylight Time (EDT), on August 21, 2020. Telephone inquiries will not be honored. The anticipated award date is on or about August 31, 2020. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor�s responsibility to request and receive a confirmation of the quote receipt. **Site Visit** It is recommended that contractors interested in submitting quotes schedule a site visit with NOAA staff. Site Visits shall be scheduled with Government Point of Contact (GPC) Rob Vivian, Facility Manager, at (228) 762-4591, rob.vivian@noaa.gov. Coordinate site visits at least 48 hours (two working days) in advance of intended site visit. No site visit shall be allowed on the day bids are due. Questions will be considered at any time prior to, or during, the site visit; however, quoters will be asked to confirm verbal questions in writing no later than 12:00 pm, EDT on August 21, 2020. Subsequent to the site visit, an amendment to the solicitation containing an abstract of the questions and the Government's answers, will be made publicly available. A contract issued as a result of this solicitation shall incorporate the Department of Labor, Service Contract Act, Wage Determination Number 2015-5147 dated June 26, 2020. ** Please note: Upon contract award and before any service begins, the contract issued requires the Contractor to provide evidence meeting the NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy in accordance with the NOAA Acquisition Manual (NAM) Contract Clause 1330-52.222-70 beginning on page eleven (11) of this solicitation.**
