Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation NCNS0000-20-01396 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-08. The National Oceanic and Atmospheric Administration (NOAA), National Centers for Coastal Ocean Science (NCCOS) has a requirement for landscaping services, consisting of (1) base period of 6 months for the Charleston Lab facility, and (1) base period with (4) optional periods, each period being 12 months, for the Hollings Marine Laboratory. Both facilities are located within a reasonable proximity of each other. The Government will award a firm fixed price contract based on Lowest Price Technically Available (LPTA). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor�s quote. This RFQ is 100% set aside for Service Disabled Veteran Owned Small Businesses. The associated NAICS code is 561730, Landscaping Services, with a Size Standard of $8 million. Additionally, each offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4. Acknowledgment of Solicitation Amendments (SF-30), if any,; 5. Completed Narrative of Past Experience and Detailed Technical Capability Statement; 6. Certificate of Insurance. All responsible sources may submit a quote which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 2:00 P.M. EDT on August 28, 2020; any award resulting from this RFQ will be made based on the LPTA. Quotes must be submitted electronically via e-mail to Randall.Chatfield@noaa.gov. All questions must be submitted in writing to Randall.Chatfield@noaa.gov by 12:00 pm. Eastern Daylight Time (EDT), on August 21, 2020. Telephone inquiries will not be honored. The anticipated award date is on or about September 1, 2020. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. A contract issued as a result of this solicitation shall incorporate the Department of Labor, Service Contract Act, Wage Determination Number 2015-4427 dated June 3, 2020. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor�s responsibility to request and receive a confirmation of the quote receipt. ** Please note: Upon contract award and before any service begins, the contract issued requires the Contractor to provide evidence meeting the NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy in accordance with the NOAA Acquisition Manual (NAM) Contract Clause 1330-52.222-70 beginning on page thirteen (13) of this solicitation.**
