- USAID/Uganda is seeking qualified candidates for the position of Personal Services Contractors (PSC) -�Senior Health Systems Strengthening (HSS) Advisor Position - GS-14�(Readvertized) The Senior HSS Advisor is a key member of the HSS team, providing leadership, strategic vision, strong management, staff mentorship and works in close collaboration with other health units in the Office of Health and HIV (OHH), as well as with other offices in the Mission, to achieve the goals set forth in Agency, Mission, and other relevant strategies and guidance. The Senior HSS Advisor provides highly specialized technical and professional leadership to plan, implement, monitor, and oversee selected activities within OHH related to improved health systems, including health financing, human resources for health (HRH), leadership and governance, and institutional capacity building. In addition, s/he helps to shape and influence health sector policy in Uganda and exercises considerable judgment and discretion in dealing with senior-and mid-level partners in other USG agencies, the Ministry of Health, Ministry of Finance, and other Government of Uganda (GoU) stakeholders, development partners, local organizations, and implementing partners regarding health systems strengthening issues. The contractor will have responsibility for ensuring coordination of USAID-funded programs through a variety of governmental and non-governmental partners at national, district, facility, and community levels. The role of the contractor will include planning, designing, organizing, directing, and coordinating USAID development programs and arranging for monitoring and evaluation of activities implemented by NGOs, CBOs, private sector, UN Agencies, and other partner organizations through grants, cooperative agreements, and/or contracts. The contractor will be responsible for program activities that: work to improve the functioning of health systems through new and innovative systems, strengthen existing systems and structures, and support innovative approaches to improve long-term sustainability.�
