- Description
- In accordance with AMS Clause T3.2.2-2 the following public announcement is posted. The Federal Aviation Administration (FAA) has a requirement for engineering consulting services for the FAA William J. Hughes Technical Center's Airport Pavement Research and Development (R&D) Section. �This announcement is a Request for Proposal (RFP) for Airport Pavement Consultants support at the FAA William J. Hughes Technical Center, Atlantic City, New Jersey.� Please see attachments for specific information. The Acquisition Management System (AMS) applies to FAA in place of the�Federal Acquisition Regulation�(FAR) and various other provisions of Federal acquisition law. This competitive procurement will be Full and Open Competition utilizing Best Value Trade-Off procedures. The FAA anticipates an award of a Time and Material (T&M)/ Cost Reimbursable contract with a three (3) year period of performance. � All questions regarding the solicitation must be submitted in writing to Karen.Mercer@faa.gov AND Karen.C.Thorngren@faa.gov no later than 5:00 p.m. EDST on August 24, 2020 to allow for responses to be provided prior to due date for receipt of proposals. Emails must contain 692M15-20-R-00021 as part of the e-mail subject line. Offerors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers September 7, 2020. Reference AMS Clause 3.3.1-33 in the SIR, paragraph (d), �if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.� Proposals must be received by Karen Mercer, Contracting Officer, no later than 5:00 p.m. EDST, September 7, 2020. E-mailed proposals must be sent to Karen.Mercer@faa.gov AND Karen.C.Thorngren@faa.gov and must contain 692M15-20-R-00021 as part of the e-mail subject line. Any responses received after 5:00 p.m. EDST, September 7, 2020, may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of submittal vendor's response may be determined ineligible. This SIR is not to be construed as a contract or a commitment of any kind. The Government is not responsible for any costs attributed to the preparation and submission of proposals.
