DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with RIGAKU AMERICAS CORPORATION located at 9009 NEW TRAILS DR., THE WOODLANDS, TX, 77381-5209, to purchase a Rotating Anode X-ray Source. The sole source justification is based on the following:� The NIST Materials Measurement Science Division (MMSD) operates a facility in the Advanced Measurement Laboratory (AML) dedicated to a program in X-Ray Metrology (XRM) that leads to the certification of NIST Standard Reference Materials (SRMs) for x-ray scattering parameters at the nanometer length scale for powders and thin films.� Powder diffraction standards have been available for over 40 years; their sales now amount to approximately 1100 units/year.� In order to meet the technical requirements of XRM program, the facilities in the AML includes a range of non-conventional diffraction equipment largely built in-house by MMSD staff.� One of these, the Parallel Beam Diffractometer (PBD) provides data on emission spectra of specific X-ray targets and lattice parameters/layer thicknesses that are traceable to the internationally accepted unit of length through the Syst�me International d'Unit�s (SI).� The PBD is interchangeable between various levels of resolution depending on the required application.� The subterranean space of AML where it is located is temperature controlled to �0.01 ?C. Work on the PBD was begun in 1997 with the purchase of the Rigaku rotating anode X-ray source, the ultraX 18, and the goniometer assembly.� The next components to be purchased and/or built included the monochromator and mirror optics.� The work concerning the installation of these optics, and the hardware to position them, was specific to the Rigaku rotating anode X-ray source.� One can consider the Rotating Anode X-ray Source as two separate components, one is the X-ray source itself (with the rotating anode); the second is the power supply and control electronics. The existing X-ray source is obsolete and can no longer be covered by a service contract, as the parts are unavailable.� The requirement is for a new Rotating Anode X-ray Source, the X-ray source itself being dimensionally fully compatible with the original one so that it can be installed in the existing equipment. Market research has concluded no other equipment will be fully compatible with the NIST owned equipment and authorized resellers for Rigaku are not available. Given these facts, RIGAKU AMERICAS CORPORATION is the only source reasonably available to provide the required upgrades. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST August 24, 2020, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
