- The United States Special Operations Command (USSOCOM), Special Operation Forces (SOF), Acquisition Technology and Logistics (AT&L), Directorate of Procurement, hereby provides notice of its intent to award a sole source contract modification under the authority of FAR 6.302-1 to Battelle Memorial Institute in Columbus, OH. Only one responsible source and no other supplies or services will satisfy the Government's requirements to provide a non-standard commercial vehicle (NSCV) which consists of trucks and sport utility vehicles that retain the Original Equipment Manufacturers (OEM) profile while supporting the integration of armor, heavy-duty suspension and brakes, run flat tires/wheels, and communication equipment. The Government seeks modified commercial off the shelf (COTS), which is a proven material solution for the NSCV mission that achieves low risk in system survivability, system level maturity, manufacture, supportability, and life cycle cost. The required effort includes the associated Program and Data Management; Government Furnished Property; Meeting and Reviews; System Engineering; Producibility; Testing and Verification; Environment, Safety, and Occupational Health; Human Factors; Test Support; Configuration Management; Engineering Drawings; Item Unique Identification; Technical Publications; Packaging, Handling, Storage and Transportation; Transportability; and Contractor Performance Measurement. NAICS:� 336112 - Manufacturing complete light trucks and utility vehicles (i.e., body and chassis) or Manufacturing light truck and utility vehicle chassis only. Vehicles made include light duty vans, pick-up trucks, minivans, and sport utility vehicles. PSC:� 2355 Combat, Assault, and Tactical Vehicles, Wheeled. This effort will provide a $140,000,000 ceiling increase to the incumbent, which will provide the ability for the Government to continue to purchase NSCVs for FY21, FY22 and FY23. The $140M ceiling increase, is an increase only, of which, may or may not be used by time contract expiration occurs, July 2023. The requirement is to provide NSCVs in the type of Toyota Hilux�s, Ford Rangers, TLC 200s, TLC 76s, TLC 78s, and TLC 79s. It also requires more than one hundred and twenty (120) different vehicle configuration kits and associated setups. A few examples of these configuration kits are: transmission upgrades, base force protection armor packages, lightweight armor packages, transparent armor spare packages, C4ISR integration and manufacture, reduced signature C4ISR signature integration and manufacture, weapon mounts, 28VDC alternator integration, roof racks, importation of vehicles from overseas and various trainings. This is not an all-inclusive list. Companies must have access, and the ability to perform work in a facility and with personnel cleared at the secret classification level, at minimum. Companies shall have the capability to start full production on all requested items, with vehicle deliveries starting at a quantity of sixteen (16) per month no later than 03 May 2021. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS. However, IAW FAR 5.207(c)16(ii), all responsible sources may submit a capability statement which may be considered by the agency. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Special Operations Command (SOCOM) will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award in the future. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE NON-STANDARD COMMERICAL VEHICLE (NSCV) in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contracting Officer, Mr. Michael F. White, point of contact information listed in the posting outside of this statement. The capability documentation should include general but also detailed specifications and information from facilities.�Also provide�technical background to include all testing data,�describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements by the required vehicle delivery date listed in this posting. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. Information may be viewed by our contractor support personnel.
