- Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to negotiate a purchase order with Seismic Exchange, Houston, TX. Seismic data is required for scientific studies of the geologic setting and seismic hazards of active faults within the back arc of the Cascadia Subduction Zone in Washington. The Government is assessing the seismic hazard potential of active faults in the Kittitas Valley region. An integral part of this assessment is the analysis of seismic reflection profiles that allow for efficient inspection of subsurface crustal structure and stratigraphy. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Seismic Exchange is, to the USGS� knowledge, the only source who can provide the required data sets. Seismic Exchange Inc. owns exclusive rights to the proprietary seismic data (FSC-GC-3, FSC-GC-1A, and 75-120-038) and is the only vendor who can provide licenses to work with the data. No other known historical data is available in the study area. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541360, Geophysical Surveying and Mapping Services. Responses or inquiries shall only be accepted through electronic mail addressed to cciccarelli@usgs.gov and must be uploaded and received in their entirety no later than August 21, 2020. Responses submitted by hardcopy or the FedConnect web portal or the FedConnect Message Center shall not be accepted or considered.
