- The Department of Veterans Affairs, Network Contracting Office (NCO) 17 intends to negotiate a sole source Blanket Purchase Agreement (BPA) with University of Texas /Pathology Department Health Science Center (UTHSCSA)., 7703 Floyd Curl Drive, San Antonio, TX 78284 for CORE Lab Services for research listed in this notice for the South Texas Veterans Health Care System (STXVHCS) / Audie L. Murphy VA Medical Center located at 7400 Merton Minter Boulevard, San Antonio, TX 78229. The statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 13.106-1 (b) only one responsible source and no other supplies or services will satisfy agency requirements. The described services fulfill a recurring need for supplies and services for use at the South Texas Veteran Health Care System and only UTHSCSA can fulfill this requirement. UTHSCA is a designated affiliate for the South Texas Veterans Health Care System. No other company is expected to respond to this requirement. UTHSCSA is the sole source and will not use any sub-contractors for any portion of this service. The agreement term will be for 60 months from the date of award. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to ross.futch@va.gov no later than Thursday, August 20th, 2020, 4 PM Central Standard Time. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. The following services are required: Cytogenetics; Electron Microscopy; Flow Cytometry; Fungus testing; Histopathology; and Molecular Diagnostics. Biobanking and Genome analysis; Optical Imaging; Imaging Facility Core; and UT Health Research. Bioanalytics and Single-Cell processing; Biobanking and Genome analysis; Biomolecular NMR; Flow Cytometry; Macromolecular Interactions; Mass Spectrometry; MicroCT; Optical Imaging; and X-RAY Crystallography.
