- The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a Sole Source Firm-Fixed Price contract for Evidence Partners DistillerSR Software Licenses, for the Durham VAMC Research Department, with Evidence Partners in accordance with 10 U.S.C. 2304(c)(1)(B) as implemented by FAR 6.302-1 Only One Responsible Source. This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are highly specialized are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract with an effective date of 19 Aug 2020 to Evidence Partners. This is a Sole Source requirement to obtain use of specific software, made and run by Evidence Partners, Inc., namely DistillerSR, in the mode of Software as a Service . Software is run on the vendor s computer equipment no VA OIT systems or personnel are directly involved, other than to provide a web browser to access the software. This, SaaS , is a non-IT purchase and HSR&D has received approval from the Project Special Forces Team to purchase this SaaS. Durham VA Evidence Synthesis Program is being leveraged to support national rapid review efforts for COVID-19 related clinical questions of key importance to VA leadership. This software requirement is for twenty seven licenses with users having full access to the software. We currently have one administrative seat license that is used to administer use of the software by the full users, and that will not change. DistillerSR has been in use at the Durham, NC HSR&D service since the year 2011, being renewed on an annual basis. The software facilitates meta-studies that pool results from multiple smaller studies to synthesize recommendations for VA policy and practice. The period of performance for this request is 9/24/20 through 9/23/2021 (12 months). This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within two (2) calendar days of this publication by contacting John Summers via e-mail at John.Summers2@va.gov. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
