Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price sole source contract on behalf of the United States Army Medical Research Institute of Infectious Diseases (USAMRIID) to The Geneva Foundation of Tacoma, WA 98402, under the authority as prescribed in FAR 6.302-1 -- Only one responsible source. This requirement is for non-severable, non-personal services to conduct high content imaging (HCI) screens of small molecules therapeutics against SARS-CoV-2 using Vero cells as well as develop a second screening assay using human cells and retest small molecule therapeutics in the second screening assay. The Geneva Foundation is the only vendor with demonstrated skills, knowledge, and abilities associated with phenotypic drug screening against BSL-3 viral pathogens using the Opera high content imaging system, affiliated liquid handling instruments, and data analysis programs and workflow. Additionally, The Geneva Foundation is the only vendor with active participants in USAMRIID�s BPRP enabling immediate access to the containment suites.� Further, due to the critical need to continue the high content screening capability at USAMRIID, The Geneva Foundation is the only vendor capable of providing the services needed to meet the government�s need. � � This notice of intent is NOT a request for proposal (RFP) and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide these services.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. Capability statements are due no later than 1000 Eastern Time, 01 September 2020.� Capability statements shall be submitted via email ONLY as a Microsoft Word or Adobe PDF attachment to the following email address: jayme.l.fletcher2.civ@mail.mil.� No phone calls will be accepted.
