- THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT (SS)� NOTICE ONLY; it is not a Solicitation (i.e. Request for Proposal, Request for Quotation, or Invitation for Bids).� This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only.� In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI.� Responses to this RFI will not be returned and respondents will not be notified of the result of the review. SPECIAL NOTICE: The Health Readiness Contracting Office (HRCO) intends to award a short term contract for Licensed Vocational Nursing and Certified Nursing Assistant Services. It is anticipated that the indefinite delivery, indefinite quantity contract will have a period of performance from October 1, 2020 through March 31, 2021. DESCRIPTION OF REQUIREMENT: The U.S. Army Medical Command has a requirement to obtain personal services of LVNs and CNAs for the San Antonio Military Health System (SAMHS), which is comprised of the San Antonio Military Medical Center (SAMMC), formerly Brooke Army Medical Center (BAMC), Fort Sam Houston, TX; and their outlying clinics throughout the San Antonio area. The scope of services provided at SAMHS covers the same range of services as those that are provided in civilian hospitals of similar size and complexity. The SAMHS provides a broad scope of services including a level one trauma center, the burn unit, Center for the Intrepid, multiple critical care units, intensive care units, step down units, medical-surgical units, pediatrics, maternal child, surgical services, extensive specialty/subspecialty services supported by Graduate Medical Education program, ambulatory clinics, and other specialty clinics. The contractor shall provide employee support for a seven (7) day/week, 24 hour/day operation, to include holidays. All contract healthcare providers shall perform essentially the same functions, within the scope of acceptable practice for the specific specialty or position, as those required by the military treatment facilities government service healthcare professionals of similar experience and in similar duty assignments. A draft PWS is attached.� QUESTIONS FOR INDUSTRY: The Government desires that respondents offer their capabilities on the following questions related to the requirement. 1. Does your company currently provide LVN/CNA services to organizations within the commercial market? If so, describe the services, including scope and complexity, currently being performed. 2. Does your company currently provide registered LVN/CNA services to the Federal Government? If so, describe the services, including scope and complexity, currently being performed. 3. Does your company currently have the capability to recruit approximately a combination of 220 LVNs/CNAs on short term notice for services to begin uninterrupted on October 1, 2020? Describe how your company possesses this capability. 4. Besides recruiting, what are some other challenges associated with performing this type of contract? 5. Does your company currently have the capability to perform primary source verification and background checks for credentialing or license verification process for approximately a combination of 220 LVNs/CNAs to begin uninterrupted on October 1, 2020? Describe how your company possesses this capability. 6. For NAICS 621399 - Nurses, Licensed practical or registered, offices (e.g.centers, clinics) small business size standard $8,000,000.00 is your company considered a small business? If your company is a small business, do you fall under any small business subcategory (SDB, SDVOSB, Hub Zoned, 8a, etc)? If you are an 8a eligible company, please provide current status regarding your scheduled graduation date from the 8a program under this NAICS code. RESPONSES: Respondents to this RFI/SS Notice are to describe their interest and ability to perform the requirements summarized within this notice. Responses are to contain (1) company name, (2) CAGE code, (3) primary point of contact information, to include telephone number and email address. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of two (2) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses.
