Agency/Office: Army Contracting Command � Detroit Arsenal (ACC-DTA) Location: ACC-DTA Title: Special Notice � GVS OTA, W15QKN-17-9-1025 RPP 20-08, Advanced Reconnaissance Vehicle (ARV) Prototype Vehicle (PV) Description: The Government intends to issue an initial draft Request for Prototype Proposal (RPP) for the Advanced Reconnaissance Vehicle (ARV) Prototype Vehicle (PV) Project on approximately August 31, 2020. The Government intends to issue a final RPP under the Ground Vehicle Systems (GVS) Other Transaction Agreement (OTA), W15QKN-17-9-1025 in the second quarter of FY 21. The GVS OTA was entered into between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC) on 26 September 2017, in support of Ground Vehicle System related Research and Development prototype projects. The Government intends to release both the draft RPP and final RPP to the NAMC membership only. The Government will solicit proposals from the NAMC membership, and anticipates awarding to a member or members of the NAMC. The intent of this project is to pursue the development and acquisition of the Advanced Reconnaissance Vehicle (ARV) Prototype Vehicle (PV) for the United States Marine Corps (USMC). The ARV PV is envisioned as a next generation platform with a combination of capabilities that will enable Light Armored Reconnaissance (LAR) battalions to function as a battlefield manager. �This will require multiple and resilient means to process information and communicate. The ARV PV will be a modern combat vehicle platform, with an open system architecture, and it will be capable of fighting for information dominance. It will balance competing capability demands to sense, shoot, move, communicate and remain transportable, as part of the Naval expeditionary force. The ARV PV will provide a balanced set of performance, payload, and protection attributes with sufficient size, weight, and power (SWAP) to accommodate future growth and the development of other platform variants. The Government anticipates making up to four (4) awards for ARV PVs as a result of the final RPP. The awardees will deliver a prototype ARV for testing/evaluation by the Government per award. The Government may pursue a Follow-on Production effort under the authority of 10.U.S.C. 2371b(f), which states that, upon a determination that the competitively awarded prototype project has been successfully completed, the prototype project may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The anticipated Follow-on Production funding is currently estimated at $1.8B - $6.2B over five (5) years. NOTE: This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide industry advanced notification of the Government�s intent to release an RPP to the NAMC membership.
