- The U.S. Fish and Wildlife Service, Joint Administrative Operations, Construction/A&E Operations is issuing a Request for Proposal (RFP) to Remove and Replacement of an aged boardwalk trail (Approx 550�L X 6�W), an overlook (Approx 12�X16�) with stairs being added to replace a boardwalk section (Approx 215�X6�) to be removed only and a pond platform (Approx 16�X20�) with a ramp included. Project includes replacing the boardwalk with treated lumber or an alternative for using composite decking. Replacement of railings is also included in some areas where required and/or curbing in most other areas. Project also includes some design requirement for the new system planned. Work is at Back Bay National Wildlife Refuge 4005 Sandpiper Road, Virginia Beach, VA 23456. This procurement action is being solicited as a Small Business Set-aside. The primary NAICS code is 238190 Other Foundation, Structure, and Building Exterior Contractors, with a size standard of $ 16.5 million. This requirement is being procured in accordance with FAR Part 36 Construction. In accordance with FAR 36.204 Disclosure of the magnitude of construction projects (c) Between $100,000.00 and $250,000.00 This work involves providing all labor, equipment, supplies, design and construct as necessary to complete work as defined in the Statement of Work and any additional attachments that will be provided when the solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on 1) Past Performance Rating; and 2) Price Proposal (Quote Schedule B). Solicitation package number 140F0520R0023 will include the Solicitation Forms (SF1442), Statement of Work and other attachments as required. Documents will be posted to the beta SAM Contract Opportunities page available at https://beta.sam.gov/search?index=opp on or about August 19, 2020. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov.
