Description

The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on behalf of the Northeast Fisheries Science Center (NEFSC) Woods Hole, Massachusetts, requires haul-out, maintenance and repair of� NOAA research vessel Gloria Michelle as specified in the solicitation and statement of work.� The purpose of this announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204.� This is not a solicitation.� No response is requested at this time.� A formal solicitation will follow this announcement with full details, including a response deadline, complete pricing schedule, statement of work, site visit and instructions to offerors.� The formal solicitation is expected to occur on or around 13 August 2020, hard copies of the RFQ will not be issued.� � INTERESTED PARTIES ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT.� The solicitation will be issued as a 100% small business set-aside.� The NAICS code is 336611 with a size standard of 1,250 EMP.� Description of Work:� The work consists of haul-out, maintenance and repair at vendors location of NOAA research vessel Gloria Michelle for NOAA/NMFS/NEFSC located at 166 Water Street, Woods Hole, Massachusetts, in accordance with the applicable statement of work.� Period of Performance:�� September 15,�2020 through November 14, 2020. Solicitation will be issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2020-07, effective August 3, 2020.� This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Procedures.� The Government anticipates awarding a firm fixed price contract to the contractor whose offer represents the Best Value based on price and non-price evaluation factors (Price & Past Performance). �The solicitation number is 1333MF�20�Q�NFFM-0053? Hard copies of the RFQ will not be issued. It is incumbent upon the contractors to monitor the FedBizOpps site for the solicitation release and all subsequent amendments. The anticipated award date will be on or around September 3, 2020.� This acquisition will be awarded as a firm fixed price order under Simplified Acquisition Procedures (FAR Part 12 (Commercial Acquisition) and FAR Part 13 (Simplified Acquisition)). All responsible small business sources may submit a quote which shall be considered by the agency. Firms offering a response to this notice shall ensure that they are registered in the System for Award�Management (SAM), www.sam.gov, prior to submission of proposals. All vendors doing business with the Government are required to be registered with the SAM.
