THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY BIE. Project Name: Bureau of Indian Education, Behavioral Health and Wellness Program Location: TBD NAICS: 621112 Offices of Physicians, Mental Health Specialists DRAFT Statement of Work: BACKGROUND: The Bureau of Indian Education (BIE) is committed to creating positive, safe, and culturally relevant learning environments where students can gain the knowledge, skills, and behaviors necessary for physical, mental, and emotional well-being. Due to the COVID-19 Pandemic there has been a significant need for comprehensive behavioral health and wellness services at a multitude of bureau-funded schools, dormitories, colleges, and universities. The BIE is responsible for providing quality education opportunities from early childhood through adulthood in accordance with federal trust responsibilities for approximately 43,000 students. The BIE funds 183 elementary, secondary, and residential schools across 64 reservations and 23 states. Of these, 53 are BIE-operated and 130 are Tribally-operated. Additionally, BIE directly operates two post-secondary institutions and funds and/or operates off-reservation boarding schools and peripheral dormitories near reservations for students attending public schools. The BIE also serves many American Indian and Alaska Native post-secondary students through higher education scholarships and support funding for Tribal colleges and universities. SCOPE: This section outlines the requirements for a Behavioral Health and Wellness Program for the BIE. This program will be accessible to students and staff at all bureau-funded institutions including: Bureau-operated schools, Tribally Controlled schools, Post-Secondary Institutions operated by BIE, Tribal Colleges and Universities and all departments within BIE. General Requirements: This section describes the general requirements for this effort. The following subsections provide details of various considerations for the program. BIE Orientation: The contractor shall participate in a general orientation facilitated by BIE prior to service delivery. BIE will provide a comprehensive orientation highlighting the history, structure, demographics, challenges/barriers, strengths, needs, and programs of the organization. Non-Personal Services: The BIE shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the BIE assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer Representative (COR) immediately. Business Relations: The contractor shall successfully integrate and coordinate all actions needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and capable management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel. Contract Management and Administration: The contractor shall establish clear organizational lines of authority and responsibility to ensure efficient management of the resources assigned to the requirement. The contractor must maintain continuity of the support operations at the BIE and the contractor's offices. The contractor shall establish processes and assign appropriate resources to administer the requirement effectively. The contractor shall respond to BIE requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the BIE and Contractor personnel assigned to support contracts or task orders. The contractor shall assign work effort and maintain proper and accurate time keeping records of personnel assigned to work on the requirement. Personnel Administration: The contractor shall provide for employees during designated Government non-work days or other periods where Government offices close due to weather or security conditions. The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements. The Contractor shall make necessary travel arrangements for employees. The contractor shall provide the necessary infrastructure to support contract tasks. The contractor shall provide administrative support to employees in a timely fashion (timekeeping, leave processing, pay, emergency needs). Travel: The Contractor shall submit a Request for Authorization to Travel and will be funded at that time in accordance with Federal Travel Regulations. Subcontract Management: The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor shall manage work distribution to ensure there is no Organizational Conflict of Interest (OCI). Contractors may add subcontractors to their team after notification to the COR. Contractor Personnel, Disciplines, and Specialties: The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the activity or task with a minimum of under/over the employment of resources. The contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract. Location and Hours of Work: Normal workdays are Monday through Friday except US Federal Holidays. Workers typically work eight (8) hours per day, 40 hours per week except for the toll-free telephone number operations. The BIE requires that the toll-free telephone number be available 24/7 despite any natural or human-made disasters. In the event of a catastrophe, the toll-free phone number and website shall serve as the primary information source for clients. The contractor shall demonstrate the capability for disaster recovery capacity and redundancy to ensure continuity of services. Required Tasks: This section outlines the tasks necessary for providing professional, confidential, and trauma-informed behavioral health and wellness services/crisis-intervention for students and staff at all bureau-funded institutions. All services provided should be culturally appropriate and include: Mental health and/or safety assessments/screenings, short-term counseling, crisis-intervention and coordination, wellness support, trauma-informed care, and referral services for a broad range of personal problems, as well as a variety of school, work, and/or life challenges. The goal for counseling services should be to provide an avenue for private discussion of personal life issues such as any issues related to or a direct result of COVID-19, stress, child rearing, family difficulties and pressures (including violence), death and grief counseling, separation/divorce, homelessness, financial stress, special education, disability, serious family illness, substance use/abuse, addiction, anger management, trauma (vicarious, historical, acute, etc�), compassion fatigue, school conflicts, bullying, suicidal ideation, crisis intervention, health concerns, anxiety, self-esteem, loneliness/isolation, transition and reintegration coaching for students and staff returning to school routines and critical life decisions on a one-to-one basis in the context of a confidential relationship with a professional. Types of counseling provided include, but not limited to, individual, family and couples, crisis intervention, wellness coaching, nutritional counseling and educational. This program will provide a full range of private, confidential, counseling services and allow for the Contractor to provide referrals for face-to-face, online or other innovative solutions, and telephonic counseling services to address current and emerging needs. The Contractor shall establish protocols and procedures for assessment, referral, case management, and data collection of clients in need of counseling services. Counseling sessions may include student/staff family members where appropriate and when there is direct benefit to the student/staff. The confidentiality of counseling sessions is governed by state law and shall be explained to the client at the beginning of the first counseling session or before. The contractor shall utilize a case management system that protects client confidentiality/privacy and shall attempt to satisfy client preferences regarding age, gender, culture, and language when providing referrals for counseling. Additionally, all state laws regarding the reporting of any suspected cases of child abuse/neglect and human trafficking should be followed. The contractor shall provide a toll-free phone number available 24/7 that can be used to obtain information about services and receive routine/emergency counseling. The contractor telecommunications system shall provide TDD/TTY capability. In the case of a natural or human-made disaster or significant behavioral health crisis, the contractor may be called to respond in person if the incident happens in the continental United States. The Contractor shall provide on-site/virtual support for school/workplace trauma. School/Workplace trauma includes but is not limited to; the death of a student or staff member, natural disaster, workplace violence or other similar situation. The contractor shall respond as quickly as the circumstances or the traumatic incident allow. The contractor should respond within 24 hours of a request. In the case of a large-scale natural, or human-made, disaster, the contractor may not be able to reach the impacted school/workplace for several days but shall make all efforts to reach the school/workplace as soon as possible. KEY PERSONNEL MINIMUM REQUIREMENTS: The Contractor shall provide key personnel that meet or exceed the following minimum requirements. Evidence of meeting these requirements shall be provided to the BIE with the Contractor�s quote/proposal. Education Requirement: Counselors at a minimum possess a Master�s degree in mental health related field, such as social work, psychology, marriage and family therapy/counseling, or rehabilitation counseling from an accredited graduate program. Experience Requirement: Counselors shall have a minimum of three (3) years� experience in providing counseling/therapy to children, adolescents, and/or adults and a minimum of one (1) year experience providing crisis intervention services. Counselors must have strong skills in written and verbal communication, assessment, advocacy and crisis response. Counselors shall also have experience in conducting mental health assessments, leading individual and group counseling sessions, and facilitating psychoeducational sessions focused on mental health and/or wellness topics. Experience working within Tribal communities and schools although not required, is very highly desired. Licensure/Certification Requirement: Counselors shall possess a valid, unrestricted counseling license/certification from a state or U.S. Territory that grants legal authority to provide counseling services as an independent practitioner in the fields of Social Work or Marriage and Family Therapy or a similar counseling field throughout the duration of the contract. Counselors shall meet the standards of professional and ethical conduct prescribed by their particular discipline or licensing board. DELIVERABLES: The Contractor shall provide orientation training and education materials for students and staff regarding how to use and access the Behavioral Health and Wellness program. Materials may include information brochures, leaflets, videos, CDs, DVDs, refrigerator magnets, games, etc. The contractor shall propose to the BIE what materials are appropriate based on the assessment of organizational needs. COR-approved materials shall be provided within 30 calendar days. Students and/or staff must be able to order these materials through either the toll-free telephone number, website or download the requested materials electronically. The vast majority of materials must be downloadable. The Contractor shall ship materials to clients within 48 hours from the receipt of a request for materials. The contractor shall provide four webinars for students and staff per fiscal year. Webinar topics will be determined based on the needs of the BIE and recorded for future use by the BIE. The contractor shall provide a toll-free phone number available 24/7 that can be used to obtain information about services and receive routine/emergency counseling. The contractor telecommunications system shall provide TDD/TTY capability. The contractor shall provide a website for information on the behavioral health and wellness program available 24/7 to all students and staff. The website shall include information on services available and how to access those services. Online services may be provided as well (such as links to referral agencies, appointments for counseling, requests for information, etc�). Web sites must comply with Section 508 Accessibility Standards regarding access for individuals with disabilities. Website entry shall include a user-friendly approach that does not require a log-in. The contractor shall electronically provide a monthly report for the BIE. Reports shall include analytics on the types of services accessed, demographic information, number of students served, number of staff served, top five counseling issues seen each month, and other information as determined by the BIE. Reports should not include any personally identifying information from clients who have utilized services. Reports will be due on the last calendar day of the month. A majority of services will be accessed by individuals living in Tribal and/or Pueblo communities and extremely rural or urban settings. PERIOD OF PERFORMANCE: The period of performance shall begin on DATE and continue through DATE, with (1) optional year that may be exercised unilaterally by the BIE if: There is an ongoing requirement; Performance is satisfactory; Prices are reasonable based on current market rates; and Funds become available for the option year. SECUITY REQUIREMENTS: The Contractor shall provide security to protect the confidentiality, integrity, and availability of data in accordance with all applicable Federal Laws, regulations, policies, and industry standards in accordance with, appropriate access control, comprehensive intrusion detection, comprehensive virus protection, formal incident response procedures, vulnerability monitoring and mitigation, and periodic third party security assessments to ensure ongoing effectiveness. Contractor�s personnel are subject to background investigations and must successfully pass the background check prior to performance under the contract. CONFIDENTIALITY: All materials furnished or produced as a result of the contract, including but not limited to; documents, research, data, reports, and correspondence are the property of the BIE and shall remain confidential in accordance with BIE policies and applicable privacy laws including the Privacy Act of 1974 (5 U.S.C. � 552a) and the Family Education Rights and Privacy Act (20 U.S.C. � 1232g). The Contractor and employees shall not release information to any person, group, business, or organization other than the BIE and individuals who utilized services. A breach of confidentiality will be deemed a substantial breach of the contract. PAST PERFORMANCE ASSESSMENT: The Government will evaluate the Contractor�s performance under this contract which will be shared with other Government agencies and used as past performance references. ********************End of draft statement of work***************** SUBMISSION REQUIREMENTS: Respondents shall include the following information in response to this Sources Sought: 1) Name of Prime Contractor (include name of subcontractors if applicable and include the percentage and type of work that will be self-performed on this project) 2) Company Address 3) Duns and Bradstreet Number (DUNS) 4) Socioeconomic category (Indian-owned, Woman-owned, 8(a), HUBZone, Service Disabled Veteran, etc) 5) Point of Contact (include direct telephone number and email address) 6) Capabilities and experience that describes recent and RELEVANT past performance for the scope of work. 7) Proposed transition plan from date of award to deliverables. The Government reserves the right to schedule select follow-up capabilities briefings with firms who respond. Note: All Businesses working with the BIE MUST have an active registration in the System for Award Management (SAM) Database. The purpose of this market research is to survey prospective vendors in order to collect data, comments, and other information pertaining to this industry. Upon review of the responses to this sources sought notice, BIE will determine if a set-aside (in full or in part) or procurement through full and open competition is in their best interest. Indian owned businesses are encouraged to respond as a prime or subcontractor. BIE is under no obligation to award a contract as a result of this announcement. No funds are available to pay for any information received from potential sources. All information submitted in response to this announcement is strictly voluntary.
