The United States Coast Guard, Surface Forces Logistics Centers, Long Range Enforcer - Contracts & Procurement Branch 2, Oakland, CA anticipates awarding SOLE SOURCE procurement to � Louisiana Association for the Blind OR Jessup Manufacturing Company Scope of Work: CGC ASPEN WORK ITEM 1: POP 08/19/20 - 10/09/20 Slip Resistant Sheet Templates , Exterior Decks, Develop 1. SCOPE 1.1 Intent. This work item describes the requirements for the Contractor to develop template drawings for future use in the fabrication of slip resistant sheets for the below list of exterior deck locations. Contractor will turn over template drawings for Coast Guard ownership and also retain template copies for future sheet fabrication upon order by Coast Guard or hired contractors. Use Coast Guard Drawing 225B WLB 601-001, Sheet 5 for reference. ? Foc�sle Deck (Approximately 2,250 Sq ft), 01 Level, bow to frame 27. ? Fantail Deck (Approximately 1,600 Sq ft), 01 Level, stern to frame 92. ? Port Aircastle (Approximately 360 Sq ft), 01 Level, frame 57 to frame 92, port side. ? Starboard Aircastle (Approximately 360 Sq ft), 01 Level, frame 57 to frame 92, starboard side. ? Port Boat Deck (Approximately 700 Sq ft), 02 Level, frame 77 to 95, centerline to port. ? Starboard Boat Deck (Approximately 700 Sq ft), 02 Level, frame 77 to 95, centerline to starboard. ? Port Bridge Wing (Approximately 400 Sq ft), 03 Level, frame 61 to 82, centerline to port. ? Starboard Bridge Wing (Approximately 400 Sq ft), 03 Level, frame 61 to 82, centerline to starboard. 1.2 Government-furnished property. None. 2. REFERENCES COAST GUARD DRAWINGS Coast Guard Drawing 225B WLB 601-001, Rev N, General Arrangements Inboard and Outboard Profiles COAST GUARD PUBLICATIONS Surface Forces Logistics Center Standard Specification 0000 (SFLC Std Spec 0000), 2018, General Requirements Surface Forces Logistics Center Standard Specification 6310 (SFLC Std Spec 6310), 2018, Requirements for Preservation of Ship Structures OTHER REFERENCES None. 3. REQUIREMENTS 3.1 General. The Contractor shall be a manufacturer of an approved MIL-PRF-24667 Non-Skid Coating System - Type XI, Comp PS slip resistant sheets in accordance with SFLC Std Spec 6310, Appendix C (Authorized Coatings for Use on Cutters and Boats). All work shall be performed in accordance with SFLC Std Spec 0000. All preservation work shall be performed in accordance with SFLC Std Spec 6310. 3.1.1 CIR. None. 3.1.2 Tech Rep. Not applicable. 3.1.3 Protective measures. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness. 3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). 3.2 New slip-resistant sheet template development. The Contractor shall develop template drawings to be used for slip-resistant sheet fabrication for the decks described in paragraph 1.1 (Intent). The drawings shall be in the AutoCAD �.dwg� drawing format and submitted to the COR for approval. The drawings shall be labeled with the deck that the sheet is applied to, port/stbd/fwd/aft designators if applicable, and any further descriptors to ensure the location for subsequent installation is obvious. 3.2.1 Determine the proper dimensions of the sheets by measuring deck dimensions and major equipment foundation locations, on site. Site visit to 225 WLB �B� class are available following locations; Duluth MN, Port Huron MI, Atlantic Beach NC, and New Port RI. Availability of assets at locations will be determined by asset schedule and date contractor requests site visit. 3.2.2 Sheets shall cover entire deck surfaces, with the following conditions: ? Slip resistant sheet material are applied to within approximately 2 inches of deck fittings and protrusions and to within approximately 5 inches from coaming and deck edges. Deck fittings include, but are not limited to, the following: pad eyes, vent pipes, stanchion sockets, foundations. NOTE Template shall contain cutouts for major equipment foundations only. Due to the locations of deck fittings and penetrations varying from cutter to cutter, these will be punched out or trimmed to fit at installation. ? No more than approximately 3 inches separate adjacent pieces on all work and traffic areas. ? Sheets are not applied over raised weld seams, deck fittings and protruding components (including, but not limited to: pad eyes, vent pipes, stanchion sockets, foundations). NOTE The Coast Guard will receive template drawings to use at its discretion. The expectation is that the Contractor will also retain copies of the template drawings for future sheet fabrication upon order by the Coast Guard or hired Contractor. 3.3 Drawing template deliverables. Following approval of completed drawings, the Contractor shall provide templates to the COR in a zip file containing the drawing in the following formats: AutoCAD �.dwg� and �.dxf�, and Adobe Illustrator �.ai�. 4. NOTES 4.1 List of authorized suppliers. For all coating and slip-resistant sheet materials, this list is provided in SFLC Std Spec 6310, Appendix C (Authorized Coatings for Use on Cutters and Boats). Vendor will provide all labor and parts listed in the Schedule. NAICS Code #336611 applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. No solicitation will be issued, however all responses received on/before 0800 AM PST for 70Z08520NP30J9900 �will be reviewed by the Government. A determination not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government.
