Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 Effective 06-05-2020. This solicitation is set-aside for Service-Disabled Veteran Owned Small Business and Veteran Owned Small Business (SDVOSB/VOSB). The associated North American Industrial Classification System (NAICS) code for this procurement is 541330, with a small business size standard of $16.5 million. The FSC/PSC is R707. GSA Contract holder preferer but not required. The Memphis VAMC is seeking for WIFI service. All interested companies shall provide quotations for the following: Introduction: The Mental Health Wireless Network was installed and became operable on February 6, 2014 to provide access to Mental Health Residential Rehabilitation patients, as well as, Veteran patients and their families in Mental Health group rooms and waiting areas. This wireless internet service operates as a stand-alone system with no cross over to the medical center systems. There is currently an Air-Gapped Network Memorandum of Understanding that will need to be renewed upon new contract. An interdisciplinary patient centered team has identified this need; technical advice has been provided by OI&T. The wireless network equipment installed for the Mental Health Wireless Network is the property of VAMC Memphis. Background: These are only a few mental health programs that restrict Veterans opportunity for outside contact with family, friends and colleagues. Veterans have an expectation to be able to continue with online courses, vocational needs and social networking while at VAMC Memphis. The availability of wireless internet access will allow Veterans to continue their vocational and educational goals. Easy internet access will allow Veteran s to be guided through the My Healthy Vet (MHV) enrollment process and complete the In Person Authentication (IPA) to assist the medical center in meeting their MHV enrollment goals. This access enables Veterans to learn about their condition, healthy lifestyle practices and to monitor / track their own health status. Wireless internet access is consistent with a primary mission of the Department of Veterans Affairs to provide the highest level of customer service and satisfaction. Scope of Work: This wireless internet service shall operate as a stand-alone system with no cross over to the medical center systems. The FY21 contract is to be in effect October 1, 2020 through September 30, 2025. There will be no opportunity for any breach of confidential information or access to medical records from this wireless network system. The system will work much like the access now provided when a guest has access at a hotel. The patient will be provided with a password for access and a help line number for technical support. Additional vendor or system password is not needed. Chief Facility Information Officer (OI&T) will have no responsibility for troubleshooting or day to day operation of this wireless network. However, OI&T will sign a Memorandum of Understanding with the Vendor to allow access to areas where wireless equipment is located for technical trouble shooting, replacement, and/or repair of equipment. The passwords will be distributed to the users by designated VA Medical Center personnel within the Mental Health Service and other applicable locations. Passwords or access codes will be provided by the Vendor to the Contracting Officer s Representative (COR). The COR will provide the access codes to approved areas to allow Veterans access to the network. This contract does not involve the use and disclosure of sensitive personal information (SPI); however, any exposure of SPI in the course of installing or maintaining equipment will be very limited and may happen as a by-product of their assigned duties. Such a situation is considered incidental disclosure that does not pose SPI disclosure risks and may be tolerated. Equipment List (Current): Ubiquiti Access Points Long Range (UAP-LR) Black Box Fiber/Copper media converters (LMC401A) Black Box rack mount Power Switch (PS186A-R2) Dell SonicWALL Firewall (TZ-215) Ubiquiti Power over Ethernet Switches (POE-CARRIER) Requirements currently in place: The system should meet the minimum specifications: The Vendor shall maintain and troubleshoot 15 Wireless Access Points and other Wireless Equipment associated with this Mental Health Wireless Network. The network shall be capable to provide 20Mbyte burstable up to 50MByte of bandwidth to customers at any given hour.  The network has one router.  The Vendor shall be required to sign an MOU between VAMC OI&T/IRM Office and Vendor for having an Air-Gapped Network in VAMC Memphis.  This MOU will indicate the data lockers the contractor will use.  The number of users varies day to day based on # of customers using the wireless network.  Estimate that up to 300 people can use the network at any given hour during normal working hours at VAMC Memphis (8am to 4:30pm Monday through Friday).  The growth rate of users will be about 5% increase per year. The Vendor shall repair equipment as needed to ensure the wireless network is operable 24/7. Current equipment cannot be removed unless it is replaced with new equipment that has same or greater performance qualities for wireless network coverage to customers. Approval must be obtained for any repair/replacement by the Contracting Officer and COR. Diagram showing locations of the wireless network equipment is available see attachments. The service area is 26,642 feet. Hardware including access points is already housed in various VA data closets and the router is located in the main communications building (Building 6). The hardware shall not be connected to the VA Network or other Secure Networks. Wireless equipment is currently installed in controlled areas and is not in direct patient care areas. The equipment will not be moved to direct patient individual care areas. There will be no privacy or personal identifiable information shared. 24/7 technical support by vendor to the user is required. A phone number must be provided to customers/users. VAMC Memphis OI&T will not provide technical support to customers/users of this wireless network. All technical support must be provided by the vendor. Vendor shall provide installation of all hardware and cabling and install additional equipment, if replacement is needed, to provide current level of wireless network bandwidth to customers of 20 megabytes burstable to 50 megabytes. Approval must be obtained for any repair/replacement by the Contracting Officer and COR. If replacement is needed, the hardware (including router, access points, wiring, and other equipment/items) will be the property of VA Memphis and will remain onsite at the end of the contract. System for password protection of wireless network will be provided by the vendor. Wireless network shall be completely separate from the hospital network to alleviate any security issues. Hardware shall be maintained by the vendor as part of the 24/7 technical support. If outages occur the Vendor shall inform COR of action plan to fix/repair network within 24 hours if wireless network is not made operable within 4 hours of incident (during normal working hours) or 12 hours of incident (during non-working hours).  The repair of the network must be completed within 3 days after the action plan is submitted.  Any day after 3 days must be an agreement between the COR and the Vendor.  The Vendor shall credit the government/agency credit for each day the network is down after 3 days.  The Vendor shall provide a toll-free line that will be available for customers to use to report technical issues. Vendor shall provide training on use of system to COR. No training will be provided to patients or visitors. Vendor shall provide contact information to user for technical support (e.g. business card; posters in patient rooms). Vendor shall be required to sign a Memorandum of Understanding between VAMC Memphis OI&T Officer in regards to this Air-Gapped Wireless Network. Vendor employees may need to access to data closets for repair/maintenance of hardware. Vendor is required to contact OI&T through the COR prior to their arrival to the VA Medical Center. Vendor may be required escort by OI&T personnel while on VA premises. The Vendor shall provide a point of contact for VA Memphis designated personnel. The vendor shall only provide bandwidth services and technical support. The vendor shall be responsible for engaging the ISP to determine outage or problem with the ISP s network. VA INFORMATION CUSTODIAL LANGUAGE The following standard Items relate to records generated in executing this contract: 1. Citations to pertinent laws, codes and regulations such as 44 U.S.C. Chapter 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. 2. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. 3. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. 4. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. 5. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. 6. The Government Agency owns the rights to all data/records produced as part of this contract. 7. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. 8. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. 9. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. 10. Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under or relating to this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information. Hours of Operation: Hours of operation will be Monday thru Sunday, 7 days a week, 24 hours including holidays. The following is a list of U.S. Government holidays.
