- The NAVSUP Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to solicit Gartner, Inc. on a sole source basis to fulfill the Joint Staff J-36�s requirement on behalf of The National & Nuclear Command, Control Communications Division (N2C3), Deputy Directorate for Nuclear and Homeland Defense Operations (DDNHDO), to acquire IT Research and Advisory Services for the Joint Staff, J3 Directorate, in support of National Military Command Center mission. The contractor shall support requirements specifically focused on the development of policies and implementation of procedures to support the operational imperatives of the National Military Command Center (NMCC). The Contractor shall provide critical support/access to the IT topics for Application Security, Security of Networks and Endpoints, and Security Operations.� The Contractor must stay abreast and engaged in all facets of security engineering programs, initiatives, policy, and system development as it relates to secure IT architectures.� The issuance of a firm, fixed-price award with a required date of delivery 30 days after the date of the award. To perform the required services, the contractor must have unbiased technical research along with a portal that allows access to information within established schedules. Gartner Inc. provides access to technical experts which allows further in-depth discussions to resolve critical issues. The portal Gartner Inc. provides allows searching by job role and allows configurable alerts for new material so that notifications are pushed without requiring searches for information. Federally funded research and development centers (FFRDCs) that support this type of information provide dedicated resources which �lock� in the available personnel available for support. For the instant requirement, the contractor must leverage multiple researchers that support the technology areas deemed necessary by the NMCC. Gartner Inc. is the only identified contractor able to provide the services for the instant requirement. The applicable North American Industry Classification System (NAICS) Code for this requirement 541715. The applicable Product Service Code (PSC) for this requirement is R425. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their interest and capability to respond to the requirement and may submit information that shall be considered by NAVSUP FLC Norfolk, Philadelphia Office. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. The Government will neither award a contract nor pay for information in response to this notice. Any responses to this synopsis should be sent to the attention of David Benham at david.m.benham@navy.mil. These responses shall be received no later than 12:00 PM EST on 18 September 2020.
