NOTE: Amendment 4 - The Real Estate Contracting Officer for this opportunity is extending the deadline for responses until September 10th, 2020. Providing the Site Visit Minutes for RFP No. LO-2020001 and No. LO-2020002 combined; �and partial Questions and Answers for LO-2020001, additional Questions and Answers will be provided, see attachments section.�� No questions will be considered for response if submitted after 1700 Pacific Time (PT) August 15th, 2020. A general reminder to all offerors: � Requests for dialogue with the project team are not being considered until the selection of an offeror(s) for exclusive negotiations � Questions that are already answered by the text of the RFP are unlikely to receive written responses other than the current text available in the RFP. � Lists of attendees to the Site Visit as well as registrants to the Webinar have been shared publicly through attachments to the SAM.gov website for the RFP. Other requests for DON to supply a list of interested parties for either opportunities will be ignored. NOTE:� Amendment 3 - Providing �the presentation from the Webinar;�� Responses to questions asked in writing since the Site Visit and the Webinar are forthcoming. NOTE:� Amendment 2 -� Change the date throughout the entire RFP for the Webinar to 21 July 2020.� A virtual webinar will be held on 21 July 2020.� Interested Offerors must contact Ryan Daly (ryan.w.daly1.ctr@navy.mil) to receive the webinar invitation. NOTE:� Amendment 1 - Correct the email address of POC Ryan Daly to ryan.w.daly1.ctr@navy.mil and replace existing RFP with a new version with the correct email. This Request for Proposals (�RFP�) envisions a Department of Navy (""DON"") outlease of one or more of the Sites at NBK Bangor to one or more qualified non-Federal user(s) (�Lessee�) to plan, finance, construct, own, operate and maintain a System, and/or other improvements. The DON seeks innovative designs to maximize the energy production, storage capacity, and distribution capabilities at the Sites, compatible with the Installation operational mission. As such, the DON is considering opportunities to host the private development of resilient dispatchable generation and/or storage systems projects that would both sell to the public utility grid, or private offtaker, and provide some form of energy resilience to the Navy. The proposed project(s) will be on-base generation for off-base consumption (i.e. � utility purchase or private offtaker). The DON does not intend to purchase energy from a proposed project. It is expected that Offerors to this RFP will secure offtake agreements for proposed projects through available market offtake opportunities. SEE ATTACHED RFP FOR FULL DESCRIPTION AND DETAILS.
