From: ""First Article Testing (FAT) is a requirement. However, FAT will be waived for any offeror who has successfully passed first article or qualification testing, and has delivered an acceptable production unit within the past five years."" To: ""First Article Testing (FAT) is a requirement. However, FAT may be waived by the Government for any offeror who has successfully passed first article or qualification testing and has recently delivered an acceptable production unit. If waiver of FAT is sought, offeror should request waiver in its proposal. FAT is not separately priced; therefore, Offeror must include two unit prices: one if FAT is required and one if FAT is waived."" \ This is a competitive (limited) requirement for the procurement of the item identified on page 2 of this RFP. Interested parties must be a NAVSUP WSS approved source of supply for this item in order to compete for the requirement. The Government intends to evaluate each proposal based on the Best Value/Trade-off methodology and award a single contract to the responsible offeror whose offer, conforming to the solicitation, provides the greatest overall benefit to the Government, all factors considered. See sections L and M of this solicitation for further detail. Additional language for sections L and M of this solicitation will be incorporated via attachments. These attachments will be provided to all approved sources of supply via email and can also be obtained on beta.sam.gov. First Article Testing (FAT) is a requirement. However, FAT will be waived for any offeror who has successfully passed first article or qualification testing, and has delivered an acceptable production unit within the past five years. The delivery shall commence 700 days after contract award at a rate of 75 units per month until completion of the contract, which is inclusive of FAT, if required. All contractual documents (i.e. contracts, purchase orders, task orders, delivery orders and modifications) related to the instant procurement are considered to be ""issued"" by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods, such as email. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to ""issue"" contractual documents as detailed herein. 1. SCOPE 1.1 . MIL-W-22759 series wire shall be used in lieu of MIL-W-81381 wire, in any place where MIL-W-81381 wire is cited in this procurement.
