Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart� 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ��������������� (ii) The solicitation number is 192120VPIG514003 the solicitation is issued as a request for quotation (RFQ). ��������������� (iii) This RFQ incorporates provisions and clauses are in effect through Federal Acquisition Circular 2020-06. ��������������� (iv) Notice regarding any set-aside and the associated NAICS code and small business size standard: The North American Industrial Classification Standard (NAICS) for this acquisition is 812930 and the size standard is $41.5 (in millions of dollars.) ��������������� (v) A list of line item number(s) and items, quantities, and units of measure (including option(s), if applicable). Line Item Number (LIN) 0001, Period: Base; Item: 14 parking spaces, Unit of Measure (U/M): Month (MO); Period of Performance (POP): (9/30/2020 to 9/29/2021) in accordance with Attachment 1, Scope of Work (SOW); LIN 0001, Period: Base (9/30/2020�to 9/29/2021): in accordance with Attachment 1, Scope of Work (SOW); LIN 1001, Period: Option 1 (9/30/2021 to 9/29/2022): in accordance with Attachment 1, Scope of Work (SOW); LIN 2001, Period: Option 2 (9/30/2022 to 9/29/2023): in accordance with Attachment 1, Scope of Work (SOW); LIN 3001, Period: Option 3 (9/30/2023 to 9/29/2024): in accordance with Attachment 1, Scope of Work (SOW); LIN 4001, Period: Option 4 (9/30/2024 to 9/29/2025): in accordance with Attachment 1, Scope of Work (SOW); ��������������� (vi) Description of requirements for the services to be acquired: ICE needs fourteen (14) parking spaces in Philadelphia, PA 19106� that are no further than one quarter (1/4) mile away, or within a two-block radius, whichever is less, of the U.S. Customhouse Federal Building, located at 200 Chestnut Street, Philadelphia, Pennsylvania 19106. See Attachment 1, Scope of Work (SOW). ��������������� (vii) Date(s) and place(s) of delivery and acceptance and FOB point: The date(s) (base-period (9/30/2020 to 9/29/2021) with four, one-year, option periods (9/30/2021 to 9/29/2025) and place of delivery (Philadelphia, Pennsylvania (PA) 19016) and acceptance FOB Destination. ��������������� (viii) A statement regarding provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and a statement regarding any addenda to the provision: Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. ��������������� (ix) Statement regarding the applicability of the provision at 52.212-2, Evaluation-Commercial Item: clause 52.212-2, Evaluation Commercial Item, applies to this request for quote. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, only price considered. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. � ��������������� (x) A statement advising offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items: Offeror�s shall be registered at www.sam.gov in order to be considered for award. ��������������� (xi) Statement regarding clause at 52.212-4, Contract Terms and Conditions-Commercial Items: FAR clause 52.212-4 applies to this acquisition see Attachment 3, Clauses; ��������������� (xii) Statement regarding FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items: FAR clause 52.212-5 is applicable to this acquisition. See Attachment 3, Clauses, for more information. ��������������� (xiii) Statement regarding any additional contract requirement(s), terms and conditions: The parking spaces are required to meet the requirements identified in Attachment 2, Scope of Work. Also, the provision and clauses in Attachment 3, Clauses, and Service Contract Act Wages, apply to the request for quote and any future contract award. Finally, to be considered for award each prospective contractor must submit their quote on Attachment 5, Line Item Pricing Schedule. Each company is required to enter the total price quoted for 14 spaces per month and extend the monthly price to show the annual quoted amount for all 14 parking spaces. Example The monthly price for one space is $125.00 per month time 14 spaces equal $1,750.00 per month. The per month price ($1,750.00) for 14 spaces is then extended to show the annual price ($1,750.00 x 12 months equals $21,000.00 annually. This should be done for the base period and four option periods. Subsequently, all annual prices for the base and four option periods is totaled to show the total amount quoted. All contractors are required to list their company name and DUNS number in Attachment 5, Line Item Pricing Schedule. ��������������� (xiv) Statement regarding the Defense Priorities and Allocations System (DPAS) rating: The DPAS does not apply to this acquisition. ��������������� (xv) Date, time and place offers are due: Offers are due on August 20, 2024, at 9: 00 AM Eastern Time (ET) via email to Terry.
