Description
This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The 414th Contract Support Brigade (CSB) Regional Contracting Office - Italy (RCO-Italy) is considering to solicit for the award of an Advanced Combat Marksmanship Simulator in Italy in support of its customers. The purpose of this synopsis is to gain knowledge of the interest, capabilities, and qualifications of various members of industry for NAICS 611430 �Professional and Management Development Training�. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Scope of Work: This is a non-personal services contract to provide Combat Marksmanship and Advanced Marksmanship simulator based training in the United States Army Europe (USAREUR) Area of Operations (AOR). The 7th Army Training Command (7th ATC) mission to train Soldiers, Special Operation Forces (SOF) and SOF-enablers in a multinational environment includes significant efforts to maintain the highest level of proficiency and relevancy in combat marksmanship. Training on these skills supports the Commander�s Mission Essential Task List (METL) training for the tasks outlined in FM 3-22.9, FM 3-21.8, FM 3-23.35, FM 3-06, ATP 3-39.11, ATP 3-39.45, ATP 3-06.20 and TC 3-21.8 and TC 90-1. Combat Marksmanship is the acquired skill to rapidly recognize, categorize and engage threats in all environments while moving, turning, stationary and using non-standard firing positions. Advanced Marksmanship training is the ability to perform these same skills with multiple weapons, at varying ranges, under specific time constraints and accuracy requirements. Training on these skills through the use of Simulators provides significant savings in time, money and provides statistical analysis of�training effect. The system must be compliant with all tasks as outlined in TC 3.20.40 for all individual weapons for Table II and Table IV.� The system must be capable of supporting Squad simulation pre-live fire training as outlined in TC 3.20.0 for squad level collective training, utilizing squad level direct fire weapons, specifically the M4 carbine, M17 pistol, M870 shotgun and the M249 Squad Automatic Weapon.� The system must be capable of providing training on both US and Allied forces mock weapons (not capable of firing ammunition) that replicate the same look, weight, function, recoil and simulated lethality of its real world equivalent) weapons.� The system will maintain the capability to individually identify a Soldier engaging targets when participating in a group engagement, both visually and in statistics.� At minimum, this must include the M4 Carbine, the M17 Pistol, the M870 shotgun and the M249 Squad Automatic weapon. Features: 1.� Minimum of three stations which can be operated simultaneously.� Station One should be a flat wall engagement training station at least 10 feet in width and designed to train one Soldier at a time in basic rifle and pistol qualification and/or advanced marksmanship engagements.� Station Two should be a flat wall engagement training station at least 36 feet in length capable of training up to 15 Soldiers at a time competing against each other or working in groups in basic rifle and pistol qualification and/or advanced marksmanship engagements. Station Three should be a curved wall covering the entire space of an individual's peripheral vision (approximately 220 degrees) with ample training space (minimum 40 feet lateral space and 40 feet in depth space or a 40 foot radius of training space from the center point of the 220 degree arc)� to support up to four Soldiers working together or one Soldier working individually on advanced marksmanship engagements. 2.� Simulator must model the precise arc of the flight of each simulated bullet fired for engagements between 7 and 600 meters necessitating that the training Soldier adjust his sight picture precisely as is required with a live weapon to successfully engage targets at ranges varying between 7 and 600 meters.� Similarly, the model of the ballistic trace must time the flight of the bullet precisely so that Soldiers engaging moving targets must add the exact amount of lead to their sight picture to hit targets moving at various speeds in various directions at distances from 7 to 600 meters. 3.� Simulated weapons must account for the time lapse between physical trigger pull and simulated bullet departing the muzzle of the weapon in order to precisely model the ballistics of a Soldier correctly or incorrectly stabilizing a sight picture during and after trigger pull. 4.� Soldiers must not wear or carry any piece of the simulator other than the simulated weapon in order to make the simulator function. Virtual reality goggles or other equipment as an example must not be part of the system. The Soldier must only interface with the weapon, ammunition magazine, and optics/sighting devices that are normally attached to a live weapon. Similarly, the weapon must not be tethered to anything. It must be standalone functional and able to be moved and employed through the training space without any physical connection to any other piece of equipment. The weapon must have actuation that simulates the recoil of firing a live bullet from the actual weapon being simulated. The recoil and function of the weapon must not be actuated by any burning or detonation of any chemical. For example no blank ammunition, live ammunition, or other class V material should be part of the simulator.� Operation of the simulator must not create or result in any hazardous material or residue in the simulator. 5.� The simulator must include the ability to qualify 15 Soldiers simultaneously on the US Army standard Table II simulation prerequisite requirement for individual weapon live fire qualification as defined by TC 3-20.40 TRAINING AND QUALIFICATION- INDIVIDUAL WEAPONS dated JUL 2019. 6.� The simulator must include the capability for Soldiers to engage stationary targets from the prone, kneeling, or standing positions firing over or around live cover. The simulator must include the capability for Soldiers to engage moving targets from the prone, kneeling, or standing positions firing over or around live cover. The simulator must include the capability for Soldiers to engage stationary targets while moving from live covered position to a new live covered position.� The simulator must include the capability for Soldiers to engage moving targets while moving from live covered position to a new live covered position. The simulator must include engagements of all US Army tactical and law enforcement standard targets to include discrimination firing targets. Simulator must include engagements of all forms of stationary and moving targets depicting realistic threat and non-threat enemy, friendly, neutral, and undetermined origin and intention targets. Threat and non-threat enemy, friendly, neutral, and undetermined origin and intention targets will be armed with a variety of theater specific weapons from the CENTCOM and AFRICOM Areas of Operation. 7.� Every Soldier that trains in the simulator must have a unique profile and the simulator must record data regarding the performance of the Soldiers and progress of the Soldier in every training scenario. This data must be maintained by the simulator for the life of the contract allowing Soldiers with any training time gap to return to the simulator and pick up where they left off in their simulation training progression.� The software must include functions to retrain Soldiers who are not proficient in completing any specific level of engagements.� The simulation software must be able to create easy to read progress reports for Commanders to track the progression of individual Soldiers and the overall progression of their unit training in the simulator. 8.� Contractors operating the system must be able to maintain and repair simulated weapons on site.� Shipping, import, and export into and out of Italy of all simulator and other contractor equipment is the sole responsibility of the contractor.� All maintenance of all contractor equipment is the sole responsibility of the contractor. At all times, the contractor must provide 16 fully functional simulated M-4 rifles and 9 fully functional simulated M-17 pistols. The simulated weapon must have all the functionality of the live weapons in terms of loading, unloading, safety, and firing the weapons. 9.� The contractor must provide operator maintainers who meet the requirements to work as US Army contractors in USAREUR and must meet all Italian immigration requirements for the purposes of work in Italy and access to US Army bases in Italy. Specifically, the contractor is responsible to his employees obtaining USAREUR DOCPER authorization to work in USAREUR, Italian entry visas, and Italian Soggiorno documents required to live and work in USAREUR and Italy.
