- Description
- The Office of the Comptroller of the Currency (OCC) hereby gives notice of their intent to award a contract to The Trustees of the University of Pennsylvania, 3451 Walnut St. Suite 440A, Philadelphia, PA 19104-6205, on a sole source basis in accordance with FAR 13.106-1(b). The Contracting Officer may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available. Wharton Research Data Service (WRDS) is the only known source that permits retrieval of data from industry standard financial datasets in a common standardized format. The databases are: Bank Regulatory (5), Blockholders, CBOE (Chicago Board Options Exchange), SEC Disclosure of Order Execution, Fama-French Portfolios & Factors, Federal Reserve Board Foreign Exchange Rates & Interest Rates, and State Composite, Penn World Tables, and Philadelphia Stock Exchange United Currency Options and Implied Volatility. Accessing these financial datasets in a standardized format through WRDS relieves the OCC of the undue burden of the programming time and related costs of merging data from various datasets to conduct analysis and research critical to the OCC�s mission. In addition to the previously identified databases, WRDS is the only known source that permits centralized retrieval of data from proprietary datasets which the OCC subscribes in a common standardized format. The ability to access the proprietary datasets through WRDS relieves the OCC of an undue burden of excessive programming time and significant costs that would be incurred were the OCC to purchase formatted datasets directly from the vendors. The OCC intends to request a written quotation from The Trustees of the University of Pennsylvania and the anticipated award date is September 30, 2020. The OCC does not intend to compete this requirement as documented in this notice. A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the OCC. All responsible sources may submit a quotation with sufficient technical documentation and price information to establish a bona fide capability to meet the requirement will be considered by the OCC. Information received will be considered primarily for the purpose of determining whether to conduct a competitive procurement. The response date and time is posted with this notice.
