- SOURCES SOUGHT NOTICE: Solicitation Number: FA8251-20-ASHM�� Sources Sought: Aft Seat Head Up Display Monitor (ASHM) Notice Type: Sources Sought Synopsis: Notice:� This is not a solicitation but rather a Sources Sought Notice to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811219 which has a corresponding Size standard of $20.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small business to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Program Details:� The Air Force is issuing this repair sources sought announcement as part of a market research survey to determine if additional sources exist that could become qualified to repair of the Aft Seat Head Up Display Monitor (ASHM) NSN 1270-01-514-2683, Part Number 46431110-30.� Responses to this Notice shall consist of an initial white paper (not to exceed 3 pages) describing the offeror�s capabilities with regard repairing the ASHM.� The ASHM is applicable to all F-16 D Model aircraft.� The ASHM is a display that sets just in front of the Aft pilot (the two seat models). The Monitor displays images from the HUD camera overlayed with the same information displayed on the Head Up Display. It allows the aft seat pilot (most often a trainer) to see exactly what the front pilot sees.� � The ASHM is a military specific component.� The respondent would need to be able to demonstrate the ability to repair the ASHM.� The government does not own repair manuals for the ASHM.� Additionally, the government does not have any special test equipment available for repair.� The respondent must have or develop their own test capability.� If the offerer is able to develop or obtain the data, manuals, and tech orders from another party, they must be able to demonstrate that they have access to such resources and the legal right to use said resources to repair assets for the government. 3. Information Sought: Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information: a point of contact, address, telephone, and fax numbers, email address, duns number, cage code, and/or tax ID number, as well as size category, (large, small, small disadvantaged, etc) a brief summary of the companies capabilities, description of facilities, personnel, related repair experience, and existing safety approvals ( refer to the white paper listed above). In addition, Provide any supporting information such as commercial literature, catalogues, manuals, etc.� If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well. Responses to this Notice are due on or before Friday, August 21, 2020. All information marked as proprietary information will be safeguarded to prevent disclosures to nongovernment personnel and entities.� Parties interested in repairing the ASHM will be required to become a qualified source, in accordance with the attached Repair Qualification Requirements (RQR). 4.
