Description
This is a notice of intent to award a sole-source contract under the Simplified Acquisition Procedures (SAP), and is not a request for competitive proposal. However, if interested and capable of fulfilling the requirement, the Government shall consider all responses. NAWCTSD intends to award a Purchase Order (PO) to Diamond Visionics, LLC. For the procurement of GenesisSN License (Win) w/GenesisIG Maintenance (SMS) Hardware Dongle, GenesisRDR-Base Radar Imaging Modes with first year Annual Software. This maintenance includes SAR (Synthetic Aperture Radar), Hi-Resolution ISAR (Inverse Synthetic Aperture Radar) Long range, Short range, small targets Hardware Dongle. The one responsible source is documented via SAP Determination Memorandum for Sole Source Acquisition Over $10,000 but not Exceeding $250,000 (Justification & Approval (JA)). The NAVAIR portable source initiative (NPSI) program required a capability to expand the both the quality of the verification process and the ability to demonstrate flight simulation datasets rapidly.� The task focused on identifying what products can be used on existing lab assets, migrate to new assets without additional costs, be COTS, be sustained through COTS support, provide flexibility to use multiple data sources, require minimal supplemental files be created and require minimal to no compile time for visualization. Statutory Authority Permitting Other Than Full and Open Competition: 10 U.S.C.5304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Diamond Visionics, LLC is the only source for this GenesisSN License technology and associated maintenance; there are no authorized resellers. Diamond Visionics Genesis product line allows the decoupling of the typical simulation of the natural environment pipeline by allowing the simulation to use native GIS files and render the scene without an intermediate step of compiling the data into a proprietary format. The product suite includes natural out-the-window representation in Genesis IG as well as the many specialized sensor representations using the GenesisSN and Genesis RDR for RADAR simulations. The lightweight, run from source nature of the product allows for rapid prototyping and is also used in many military flight operation training devices. The product also enables rapid prototyping of natural environments for delivery verification and validation. Diamond Visionics Genesis product line enables a physics based approach to natural environment simulation that renders directly from native GIS formats and also makes use of the customer�s hardware solutions. While many other companies limit the software deployment to an approved hardware proprietary design, the Diamond Visionics deployment strategy enables small labs to use existing equipment that meets the minimum performance requirements. The unique ability to use GIS products has enabled verification and validation of simulator GIS based source data deliveries without the need to develop and compile a custom simulation environment. This flexibility is not found in other natural environment simulation products that include physics based rendering of light, shadows, sensors, and RADAR. �NAWCTSD will continue to review the latest commercially available software for simulations while providing interchangeability with the requirements of the NAVAIR portable source initiative (NPSI) program. In accordance with FAR 15.402(a), the Contracting Officer will determine that the cost to the Government for the supplies covered by this Notice and the SAP Determination Memo, will be fair and reasonable. The contract will submit a formal quote and sufficient information to support the accuracy and reliability of the estimate. The technical point of contact and contract specialist will perform analysis of the provided quote. The Contracting Officer may also utilize historical contract cost data and other relevant information to establish a fair and reasonable price.
