- This is a synopsis for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the synopsis/intent to award sole source. All prospective contractors must be registered in the Central Contractor Registration (CCR) database to be awarded a DoD contract. Market research was conducted to promote competition to the fullest extent through demonstrations at trade shows. Opinions were also sought from other DOD Fire Departments with their experiences with alerting systems. It was determined by technical experts that manufacturers for other fire alerting notification systems were not compliant with our existing components. �Moreover, other manufacturers including those on GSA do not �have the capability to expand with changing technology, and the systems were �not designed to interface with Computer Aided Dispatch (CAD), aircraft emergency notification, status boards and response timers which significantly limits the future growth of their systems. �Based on all this information, First-In Systems by Westnet is the only source that can support our unique requirements and to award otherwise would cause substantial risk to the goverment. OPTION(S) if applicable: N/A All items must be TAA compliant in accordance with the FAR. DPAS rating is DO-A7. Anticipated Award Date is 11�August 2020 Lt Col Sean Tucker has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. The Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or source selection process and does not diminish the authority of the contracting o?icer.
