FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE SUBJECT: Sole source procurement of a Hollow cathode plasma source SOLICITATION NUMBER: NB646050-20-02382 RESPONSE DATE: 08/14/2020 DESCRIPTION: The Chemical Sciences Division, part of NIST's Material Measurement Laboratory, serves as the nation's reference laboratory for chemical measurements and standards to enhance U.S. industrial productivity and competitiveness, to assure equity in trade, and to provide quality assurance for chemical measurements used for assessing and improving public health, safety, and the environment. In support of this mission, the Chemical Process and Nuclear Measurements Group, within the Chemical Sciences Division, utilizes specialized equipment for in situ measurements and process diagnostics related to thin film deposition by atomic layer deposition in particular.� Plasma enhanced atomic layer deposition is the dominant process used by industry to deposit many categories of thin film materials; presently, the division has no capability to measure this process.� The plasma source manufactured by Meaglow Ltd of Thunder Bay, Ontario would enable the Chemical Process and Nuclear Measurements Group to begin work related to quantifying the kinetics of plasma-surface interactions. Sole Source justification is based on the following: Extensive market research was performed utilizing GSA Advantage, the Dynamic Small Business Database and the Internet to locate vendors. Multiple different manufacturers of a wide variety of plasma sources were reviewed and only one, Meaglow Ltd, produces a hollow cathode plasma source which will be compatible with pre-existing custom atomic layer deposition reactor described in http://dx.doi.org/10.6028/jres.120.005 including 4� diameter source along with a integrated 300 watt RF generator. NAICS code for this requirement will be 334516 � Analytical Laboratory Instrument Manufacturing with a small business size of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 08/14/2020 will be considered by the Government.
