Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with Staib Instruments Inc. under the authority of 41 US 3304(a)(1); FAR 13.106(b)(1)(a) for a sputter imaging system, which consists of item numbers WinSEM; RG-TV-C1; and SIC-38. Background Information and Basis for Sole Source The National Institute of Standards and Technology (NIST) requires a scanning package to image secondary electrons produced during ion sputter cleaning of samples. The scanning package will be used to image samples during ion sputtering in NIST custom molecular beam epitaxy systems. The scanning package will be used for a sample preparation for the cryogenic scanning tunneling microscope laboratory at NIST. Other systems in use at NIST already use Staib hardware and software. NIST requires the required sputter imaging system to be compatible with NIST�s Staib equipment and software. It is integral that the required components be compatible with NIST�s pre-existing Staib equipment and software to keep critical experiments running for NIST staff. Only products from Staib instruments meet these requirements.�� Staib Instruments does not have any authorized resellers capable of providing the required equipment. General The North American Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 1:00 p.m. Eastern Time on August 14, 2020 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Adam Powell at adam.powell@nist.gov and Tracy Retterer at tracy.retterer@nist.gov. All responses to this notice of intent must be submitted so that they are received at adam.powell@nist.gov no later than the aforementioned due date.
